Minutes of Madison Village Meeting held August 19, 2002

 

 

REGULAR MEETING            August 19, 2002

 

 

Mayor Evangelista called the meeting to order and invited all in attendance to join in the Pledge of Allegiance.

 

Council Members Mr. Britton, Mr. Burgard, Mr. Buck, Mr. Loparo, Mr. Smith and Mr. Toward were present.  Also present was Administrator Sample and Engineer Foley.

 

Mr. Britton motioned to approve the minutes of the July 15, 2002 meeting.  Mr. Toward seconded.  All present were in favor except Mr. Loparo and Mr. Smith who abstained.  Mr. Burgard motioned to approve the minutes of the July 19, 2002 Special Meeting.  Mr. Loparo seconded.  All present were in favor except Mr. Smith who abstained.

 

Administrator Sample presented Pay Order #2027 in the absence of Clerk-Treasurer Reed, in the amount of $202,778.87.  Mr. Burgard motioned for approval.  Mr. Buck seconded.  All present were in favor.

 

 

VISITORS

 

Mr. Jack Lading of 603 W. Main Street has a safety concern.  He stated that there is a hole on the side of W. Main Street.  Administrator Sample replied that he has made a note of it and it will be taken care of.

 

Mr. Paul Goda of 431 W. Main Street questioned the special meeting dates pertaining to the Parkway pump station abandonment project.  Administrator Sample responded to his concern with information as to the deadlines for the finances of this project.  It was clarified that Council will further discuss this project.  

 

 

BOARD OF ZONING APPEALS APPOINTMENT

 

Administrator Sample read a Resolution confirming the appointment of Roy Blalock to the Madison Village Board of Zoning Appeals for the term commencing August 19, 2002 and ending December 31, 2003, and declaring an emergency.  Mr. Loparo motioned for passage.  Mr. Britton seconded.  All present were in favor.  Mr. Blalock was then sworn in.  Congratulations Roy.

 

 

PRESENTATION

 

Mr. Ray Wickert presented, on behalf of the Northeastern Ohio Rose Society and the American Rose Society, the honor of Madison Village as an American Rose Village.  There are only two communities in Northeastern Ohio with this privilege and honor, Madison Village and Mentor.

 

 

OLD BUSINESS

 

None.

 

 

NEW BUSINESS

 

ORDINANCE #33-2002 was read by Administrator Sample for the first time.  AN ORDINANCE APPROVING THE AMENDED FINAL PLAT AND THE FINAL IMPROVEMENT PLANS OF THE R.W. SIDLEY PROPERTY SUBDIVISION.  Mr. Britton motioned for suspension of the three reading rule.  Mr. Loparo seconded.  All present were in favor.  Mr. Britton motioned to accept Ordinance #33-2002.  Mr. Loparo seconded.  All present were in favor. 

 

ORDINANCE #34-2002 was read by Administrator Sample for the first time.  AN ORDINANCE AMENDING ORDINANCE # 33-1996, AS AMENDED, BY ADDING “BED AND BREAKFAST” AS A CONDITIONAL USE REQUIRING PLANNING COMMISSION APPROVAL WITHIN THE “B-1” GENERAL BUSINESS DISTRICT, IN THE VILLAGE OF MADISON.  Mr. Smith motioned for suspension of the three reading rule.  Mr. Toward seconded.  All present were in favor.  Mr. Smith motioned to accept Ordinance #34-2002.  Mr. Buck seconded.  All present were in favor. 

 

 

COBRA MANAGEMENT

 

Administrator Sample gave a brief overview of the Cobra Program, the employee rights upon leaving or being terminated from employment with Madison Village.   Mr. Doug Albert, who handles the Village’s hospitalization plan, recommended that the organization Ceridian be brought in to manage the Cobra Program.  Administrator Sample asked that Mr. Murray look it over to see if he is comfortable with this recommendation.  The cost will be $720.00 per year for Ceridian to manage this. 

 

 

SURPLUS EQUIPMENT

 

Administrator Sample noted that there are several pieces of equipment that no longer fit the needs of the Village.  He also noted that in all probability, there are more items in the Chiefs evidence room that are no longer needed.  He would like to compile a list of these items and schedule a Public Auction.

 

 

COUNCIL REPORTS

 

Mr. Britton noted that Old Fashioned Days was a great success despite the 90-degree days.  He thanked the police and fire departments, Administrator Sample, the road department and all the crews for their cooperation.  The only problem was the Nightmare in Painesville group running through the park and scaring kids.  They will not be back next year.  Next year Old Fashioned Days will be July 31, August 1,2,and 3, 2003.

 

Mr. Smith apologized for being absent on the 15th and 19th of July.  He was out of town due to the death of his Father-in-Law.  He wanted to thank the Mayor, Council, and Administration for the flowers and also thanked the Police Department for the flowers.  They were very nice. 

 

Mr. Buck reported that on July 22, 2002 he attended a Planning Commission Workshop.  The purpose of the workshop was to get Sidley and Huntington Woods together with their project coordinators and the Planning Commission to best find the location to tie their two roads together.  Mr. Buck also reported that he was in attendance of the August 12, 2002 Planning Commission Regular Meeting.  He announced that the next Planning Commission Meeting would be September 9, 2002 at 7:00pm.

 

 

ENGINEER’S REPORT

 

Engineer Foley reported the paving is done for Sidley Business Park.  He is working with the developer of Village Meadows and Village Glen and they have a contractor that is scheduled to go in tomorrow and finish the ditch in Village Meadows.

 

 

SAFETY DEPARTMENT REPORT

 

Sergeant Shannon, in for Chief Matty, reported that Old Fashioned Days went very well, despite the heat.  The safety forces were grateful for the water and ice provided.  She reported that August 24 thru September 2 would be the next What’s Holding You Back campaign, a buckle down program.

 

 

ADMINISTRATOR’S REPORT 

 

Administrator Sample reported that he and Mr. Foley have been working with the Village Meadows Developers in getting some of their punch list items done.  There have been applications for zoning permits, but they have been turned down until some of the outstanding items are finished.  This seems to be working.  

 

In regard to the proposed car wash by the Post Office, Administrator Sample feels there is a need for some traffic re-routing.  He would like to approach the Wonder Bread Store to see if it would be possible to put an island in the parking lot to make one entrance and one exit in their lot.  Mr. Toward also recommended another route for the post office and their drop boxes.  After a brief discussion, Administrator Sample stated he would approach the Post Office on this subject.

 

Administrator Sample proposed for authorization to bid for road salt.  Mr. Britton motioned for authorization to bid for road salt.  Mr. Toward seconded.  All present were in favor.

 

Notices for brush and leaf pick up will be sent out in the next few weeks.  Administrator Sample also reminded Council to start thinking about the recycling program that was discussed at earlier meetings.  Council will need to have an answer at the beginning of 2003 as to whether Madison Village will participate in that program, with a slight expense to the homeowner.

 

 

MAYOR’S REPORT

 

In remembrance of September 11, the American Legion Post 112 and the Ministerial Society will host a ceremony in Madison Village Park.  Mr. Britton motioned to allow the park to be used in commemoration of September 11.  Mr. Toward seconded.  All present were in favor.  Also, RESOLUTION #29-2002, A DAY TO REMEMBER will be drafted for the ceremony.  Mr. Britton motioned for passage of Resolution #29-2002.  Mr. Burgard seconded.  All present were in favor.

 

Mayor Evangelista has a few announcements.  Spraying for mosquitoes would take place on August 22, 2002.  He distributed to Council a list of safety issues that he would like to discuss at a future meeting.  He asked Council to review the list.  He would like to look into getting police emblems that say Madison Village, instead of just Madison.  The person that designs these is right here in town.  Mayor Evangelista announced that anyone interested in working at the polls on voting day this year can sign up with him.  He reminded everyone that this Friday is the first home game for the Blue Streaks.  Upcoming meetings are as follows: September 9, 2002 at 7:00 pm will be a Planning Commission Meeting, September 11, 2002 at Noon will be a Commemoration Ceremony in the park, September 16, 2002 will be the next Council Meeting.  Cruising Tuesdays will continue until the end of October, and Concerts in the Park are still going on, on Thursdays. 

 

At 8:10 pm, Mr. Britton motioned for adjournment into Executive Session for the purpose of Police and legal milage.  Mr. Toward seconded.  All present were in favor.  There will be no further business after Executive Session.
