COUNCIL MINUTES VILLAGE OF MADISON Special Meeting December 10, 2007
Record of Proceedings
Mayor Evangelista called the special meeting to order at 7:00 p.m. Please stand to Pledge Allegiance to the Great Flag of our country. Mayor Evangelista asked that everyone observe a moment of silence. Council Members Mr. Bartlett, Mr. Hamercheck, Mr. Lee, Mr. Loparo, Mr. Vest and Mr. Britton. Also in attendance, Mayor Evangelista, Fiscal Officer, Tony Long and OIC, Dawn Shannon.
Old Business
ORDINANCE 64-2007 was read by Administrator Zapp. AN ORDINANCE MAKING APPROPRIATIONS FOR THE CURRENT EXPENSES AND FOR OTHER EXPENDITURES OF THE VILLAGE OF MADISON, STATE OF OHIO, FOR THE PERIOD BEGINNING JANUARY 1, 2008 TO AND INCLUDING DECEMBER 31, 2008. (Second Reading) No motion, go to third reading.
P.O. Approvals Lake County Planning Commission for Plan Design-$5,000.00 in 2007 Budget, Motion to approve by Mr. Vest, seconded by Mr. Bartlett. Roll call on approval 6 yeas, Motion approved. Road Garage Door Replacement-$1,500.00 from Middleton Door. Motion to approve by Mr. Britton, seconded by Mr. Loparo, third by Mr. Hamercheck. Roll call on approval 6 yeas, Motion approved.
Council Reports
Mr. Lee- No Report. Mr. Bartlett- Council is aware that he attended the townships workshop meeting. Mr. Brotzman is proposing that the inside mileage we keep and give up our right to vote for township trustees and fiscal officer. Mr. Graham said that it is not that simple. Mr. Vest said that he declines “His vote is not for sale”. Discussion was held. Also from township workshop Mr. Quirk talked about an Economic Development Advisory Board. Four of us attended the Senate Bill 9 class at Lakeland Community College. Mr. Loparo- No report. Mr. Vest- No report. Mr. Hamercheck- No report. Mr. Britton- No report.
Safety Report
OIC Shannon reported that on Friday, December 14, 2007 she will be attending training at Lakeland Community College to complete HB 281 paperwork for training reimbursement. Madison Township Police Dept. invited all of our officers to a training called “Active Shooter” to be held December 27, 2007 more information to follow.
Administrator’s Report
Mr. Zapp just wanted to remind council of the merchants meeting this Wednesday, December 12, 2007, 8:00 a.m. at the Candlelite Manor, 25 West Main Street. Also our employee luncheon is Thursday, December 13, 2007 Noon-1:00 p.m. if council would like to attend. Christmas in the Park is Saturday, December 15, 2007 from 5:00 p.m.-7p.m. Toys for Tots is Sunday, December 16, 2007 from 2:00-4:00 p.m. We would like to thank Quigley’s Bar and Grill for raising over $3,600.00 in cash for over five boxes of toys.
Mayor’s Report
Mayor Evangelista reported OIC Shannon and himself on Thursday helped Rae Jean Burgard clear out all her personal effects. Everything was documented that went out the door in case anyone has any questions. We should have a sign off policy at the Senior Center when someone is donating anything to the Center. Today, I received a letter from Chief Forsythe to inform him that his last day of employment with the Madison Village Police Department will be December 27, 2007. I have been granted disability due to my heart condition and it will go into effect immediately after my last day of employment. He will give everyone a copy of this letter.
Motion by Mr. Britton, seconded by Mr. Vest that the meeting be adjourned at 7:32 p.m. Roll call on motion, 6 yeas. Motion carried.
