COUNCIL MINUTES VILLAGE OF MADISON Regular Meeting December 17, 2007
Record of Proceedings
Mayor Evangelista called the meeting to order at 7:08 p.m. and invited all in attendance to join in the Pledge of Allegiance to the Great Flag of our country. Mayor Evangelista requested that everyone observe a moment of silence. Council Members Mr. Britton, Mr. Hamercheck, Mr. Vest, Mr. Bartlett and Mr. Lee were in attendance. Also in attendance Mayor Mike Evangelista, Solicitor Mike Murray, Administrator Matt Zapp, Temporary Fiscal Officer Tony Long, OIC Dawn Shannon and Ned Foley. Mr. Loparo was absent.
Mayor Evangelista announced there are four sets of minutes to be approved. Council meeting November 19th, 2007 Motion for approval as amended by Mr. Lee, seconded by Mr. Britton. Roll call on motion, 5 yeas. Council meeting December 3rd 2007. Motion for approval by Mr.Lee, seconded by Mr. Bartlett. Roll call on motion, 4 yeas, 1 nay, Mr. Britton. Special Meeting, December 10, 2007 @ 7 p.m. Motion for approval by Mr. Vest, seconded by Mr. Lee. Roll call on motion, 5 yeas. Special Meeting, December 10, 2007 @ 6:08 p.m. Motion for approval by Mr. Britton, seconded by Mr. Vest. Roll call on motion, 5 yeas.
Mayor Mike Evangelista presented Pay Ordinance No. 2150 totaling $28,291.78 for payroll and $78,507.50 for current and upcoming expenses. Mr. Long said we are trying to make sure anything incurred in 2007 is paid in 2007. Move for passage by Mr. Bartlett, seconded by Mr. Lee to approve Pay Ordinance No. 2150. Roll call on the motion, 5 yeas. Motion carried.

ORDINANCE 64-2007 was read by Solicitor Murray. AN ORDINANCE MAKING APPROPRIATIONS FOR THE CURRENT EXPENSES AND FOR OTHER EXPENDITURES OF THE VILLAGE OF MADISON, STATE OF OHIO, FOR THE PERIOD BEGINNING JANUARY 1, 2008 TO AND INCLUDING DECEMBER 31, 2008. (Third Reading) Motion for passage by Mr. Bartlett, seconded by Mr. Lee. Roll call on motion, 5 yeas. Motion carried.
New Business
ORDINANCE 65-2007 was read by Solicitor Murray. AN ORDINANCE AMENDING ORDINANCE NOS. 10-2004 AND 21-2006 TO DELAY THE IMPOSITON OF INCREASED TAP-IN FEES FOR THE 2008 CALENDAR YEAR AND DECLARING AN EMERGENCY. (First Reading) Mr. Zapp said this ordinance is to put a hold on the increase of the tap-in fees which was to go into effect 1-1-2008. Motion for suspension by Mr. Vest, seconded by Mr. Lee. Roll call on suspension, 5 yeas. Motion for passage by Mr. Lee, seconded by Mr. Hamercheck. Roll call on passage, 5 yeas. Motion carried.
ORDINANCE 66-2007 was read by Solicitor Murray, AN ORDINANCE PROVIDING FOR ADDITONAL APPROPRIATIONS AND ADJUSTMENTS TO VARIOUS LINE ITEMS FOR THE CURRENT EXPENSES AND FOR OTHER EXPENDITURES OF THE VILLAGE OF MADISON, OHIO, FOR THE PERIOD BEGINNING JANUARY 1, 2007, TO AND INCLUDING DECEMBER 31, 2007, AND DECLARING AN EMERGENCY. (First Reading) Tony Long said that some of the accounts were falling short for the last payroll this ordinance would make sure we can make the payroll. Motion to suspend by Mr. Vest, seconded by Mr. Bartlett. Roll call on suspension, 5 yeas. Motion for passage by Mr. Vest, seconded by Mr. Lee. Roll call on passage, 5 yeas. Motion carried.
RESOLUTION 27-2007 was read by Solicitor Murray, A RESOLUTION IN HONOR AND RECOGNITION OF VINCENT A. LOPARO, SR. FOR HIS DEDICATION TO THE VILLAGE OF MADISON. Motion for passage by Mr. Britton, seconded by Mr. Vest. Roll call on motion, 5 yeas. Motion carried.
RESOLUTION 28-2007 was read by Solicitor Murray, A RESOLUTION IN HONOR AND RECOGNITION OF MAYOR MICHAEL J. EVANGELISTA FOR HIS DEDICATION TO THE VILLAGE OF MADISON. Motion for passage by Mr. Bartlett, seconded by Mr. Britton. Roll call on motion, 5 yeas. Motion carried.
Hearing of the Public
Nancy Mantey, 6 Appaloosa Trail, read a letter she has written regarding Madison Village which is attached to minutes.
Jack Lading, 603 W. Main Street, wanted to know if they are salting the sidewalks on Main Street by Dominos. He also wanted to commend the Road Department on the holiday decorations. He wanted to wish everyone a joyous holiday season.
Amelia Janco, 178 E. Main Street, wanted to know about the police department hand-book. Mr. Lee said that it would be a top priority with safety committee.
Ralph Me Vogel, 115 Lavender Lane, He wants to know what is happening with the night programs at the Senior Center. Mr. Lee said that they are in the process of interviewing for the Senior Center Director and the Senior Board will be looking into this also. Why the club was not charged in eleven years? Mr. Lee said that he will make sure his comments will get relayed to the Senior Board.
Council Reports
Mr. Britton: Wishes everyone a Merry Christmas and a Happy New Year. Mayor Evangelista it has been great, he will be seeing him and enjoy those grandchildren.
Mr. Hamercheck: He spoke about the Mayor being referred to as Mayor Mike and said it was a pleasure working with him.
Mr. Vest: Planning Commission meeting, January 14@ 7:00 pm at the Village Hall. Mayor Mike I want to thank him for giving him his appointments. Also to wish everyone a Merry Christmas and a Happy New Year or whatever holiday you celebrate happy that too.
Mr. Bartlett: He wants to thank Mayor Mike and wishes him the best. Also I would like to wish everyone a Merry Christmas and a Happy New Year.
Mr. Lee: I would like to wish everyone a happy holiday. He promised to work very hard on the downtown preservation which is very dear to Mayor Mike’s heart. Organizational meeting will be on Monday, January 7, 2008 at 7:00 pm. Sunday, January 6, 2008 will be a swearing in ceremony at the Congregation Church either at 1:00 or 2:00 p.m.
Engineer’s Report
Ned Foley: He has one update in regards to the Hyder Drive Project. The box culverts are under manufacturer at this point so not much will be done until the beginning of the year. He wanted to thank the Mayor and he has enjoyed working with him for over thirty years. Also he wished everyone a Merry Christmas.
Safety Report
Officer in Charge Shannon: She attended the class for HB 281 for reimbursement for officers. Saturday, December 15, 2007 Christmas in the Park from 5-7 it went very well. She would like to thank everyone who helped in Toys for Tots about fifteen people showed up to help. Councilman Britton, and newly elect Councilman Takacs. I would also like to thank everyone who let us use the Senior Center for Toys for Tots. She thanked the road crew for all their help with the snowfall on Sunday. Merry Christmas to everyone.
Fiscal Officer Report
Tony Long: He is very confident that we will finish the year better than we started. Ohio Revised Code states you cannot be in the red.
Administrator’s Report
Administrator Matt Zapp: Mr. Zapp would like to let the council know that the sidewalk plows are both out in repair. Mr. Britton was out helping plow and we would like to thank him for his help. He wants to thank the Girl Scouts and Boy Scouts with their help with the Christmas in the Park. It has been a pleasure working with Mayor Mike and he appreciates everything he has done to help him.
Mayor’s Report
Mayor Evangelista: Would like to again congratulate Mr. Lee, Mr. Vest and Mr. Takacs on their elections, I wish you the best. Please note the lists of meetings on the agenda. I have enjoyed my time here at village hall and I will still be involved with the village. Jackie and I would like to wish everyone a Merry Christmas and a Happy and healthy New Year.
Motion by Mr. Britton, seconded by Mr. Hamercheck that the meeting be adjourned at 7:55 p.m. Roll call on motion, 5 yeas. Motion carried. Meeting adjourned.
