COUNCIL MINUTES
VILLAGE OF MADISON
Special Meeting
December 29, 2003
Mayor Evangelista called the meeting to order at 7:10 pm and invited all in attendance to join in the Pledge of Allegiance to the American Flag.
Council members Mr. Britton, Mr. Buck, Mr. Smith, and Mr. Toward were present. Also in attendance were Mayor Evangelista, Administrator Sample, Fiscal Officer Pinkert and Police Chief Matty.
Fiscal Officer Pinkert presented Pay Ordinance #2058 totaling $224,081.54. Mr. Toward motioned for approval of Pay Ordinance #2058. Mr. Smith seconded. All present were in favor.

COUNCIL REPORTS
Mr. Britton expressed concerns about world Resource Recovery, the garbage hauler and said that among other complaints, they aren’t emptying the toters completely and that even after his call to Village Hall they never made a second round to pick up what they left. Mr. Britton added that it is time to put the company on notice. He also said that the News Herald driver in the green explorer is weaving from side to side of the street again to deliver. Mr. Britton said that he informed the driver that he wasn’t allowed to drive on the wrong side of the street but the driver continued.
Mr. Toward said that the garbage haulers were driving on the wrong side of the road in Squares Acres without reflective vests and that it is time to remind them about the bond.
Mr. Smith said that he concurs with Councilmen Britton and Toward about the garbage hauler and the he is glad he voted no on that issue. He added Happy New Year to everyone.
Mr. Buck added comments about the garbage hauler saying there is garbage on the streets and in his ditch. He also wished everyone Happy New Year.
There was a discussion about the Garbage Hauler and Administrator Sample said although has already spoken to someone at the Erie office of world Recovery Resource, He will follow up with an official letter with regard to the Village’s complaints.
ENGINEER’S REPORT
None
SAFETY DEPARTMENT REPORT
Chief Matty said he didn’t have anything to report.
ADMINISTRATOR’S REPORT
Administrator Sample reported that the boring under Route 20 is almost complete.
He also stated that an additional appropriation is needed for the State Auditor for approximately $11,000.00 bringing the total audit costs to date to about $35,000.00
He also informed council that Fiscal officer Pinkert is in the process of getting quotes for the reconciling of 2002 and that the estimate is between 10 –20 thousand dollars. He added that the audit for 2002-2003 will star in April.
Administrator Sample informed Council members that he is working on the 2004 budget and requested that they contact him about any projects they want to have accomplished in 2004.
MAYOR’S REPORT
Mayor Evangelista stated that there will be appointments to committees and swearing in of two new council members and the Mayor at the next regular meeting on January 5th, 2004.
Mr. Toward motioned to adjourn at 7:31pm. Mr. Buck seconded. All present were in favor.
