The Public Hearing was
called to order at 6:30PM by Councilman Evangelista.
Council members Mr. Burgard, Mrs. Kopczak, Mr. Loparo and Mr. Smith were
present. Mr. Britton and Mayor Reed
were not in attendance. Also in
attendance were Clerk-Treasurer Butler, Solicitor Collins and Administrator
Sample.
The purpose of the Public
Hearing was to review Ordinance No. 63-2000 pertaining to the density issues in
the Zoning Code, Section 5.2 specifically, and the minimum lot area per family
dwelling unit, the minimum residential floor area per dwelling and multiple
family requirements in the “R-3” classification zoning district.
Solicitor Collins explained the amendment in detail.
The Planning Commission has recommended this Ordinance.
As there were no comments or questions, Mr. Burgard motioned for adjournment at 6:35PM. Mr. Loparo seconded. All present were in favor.
Mayor Reed called the meeting to order at 7:00PM and invited all in attendance to join in the Pledge of Allegiance.
Council members Mr. Burgard, Mr. Evangelista, Mrs. Kopczak, Mr. Loparo and Mr. Smith were present. Mr. Britton was absent. Also in attendance were Clerk-Treasurer Butler, Solicitor Collins, Engineer Foley, Administrator Sample and Chief Matty.
Mr. Loparo motioned to approve the minutes of the November 20th Regular Meeting. Mr. Burgard seconded. All present were in favor.
Clerk-Treasurer Butler presented Pay Order No. 1991 totaling $108,753.08. Mr. Burgard motioned for approval. Mr. Evangelista seconded. All present were in favor.

OLD BUSINESS
Expansion to
Village Hall and the American Disabilities Act (ADA)
Mayor Reed asked Council if there were additional questions or comments with regard to the Village Hall expansion. Mr. Evangelista suggested adding the unspent amount of $12,000 from this year into the 2001 budget for a total of $25,000 for Design fees. Discussion followed regarding the rear entrance for ADA citizens, parking spaces available at the back of the building, and the grant application filing. Council agreed to roll the $12,000 for design from the 2000 budget to the 2001 budget.
Aggregation
of Electricity
Solicitor Collins referenced the ballot issue that passed in November regarding the Electricity Aggregation Program with Opt-out Provisions. He also referenced the October 2nd, 2000 Council meeting when Council was asked to consider entering an agreement with the Northeast Ohio Public Energy Council of Governments to create and join a Council of Governments for the purpose of jointly establishing and implementing the Electricity Aggregation Program. Solicitor Collins stated that he was in attendance at the inaugural meeting of the General Assembly on November 29th. To date, 82 communities within 8 counties are now members. In order to participate, Solicitor Collins suggested that a decision be made as to whether or not to join the group. Discussion followed.
No final decision was made by Council.
Mr. Britton was absent at roll call, however arrived at 7:15PM.

Chief Matty presented the “1999 Auxiliary Police Officer of the Year” award and placque to Officer Svagerko.
ORDINANCE NO. 63-2000 was read by Solicitor Collins for the first time. COUNCIL REPORTS
Mr. Burgard commented on
the beauty of the Christmas decorations in the Village.
Mr. Loparo also
commented and thanked the Administrator and staff for their efforts in
decorating the Village.
Mr. Britton thanked all
those involved with Madison Old Fashion Day’s Christmas in the Park
celebration held on December 2nd.
Mr. Evangelista
announced that the Community Improvement Corporation met this morning to review
and approve industrial revenue bonds totaling $4.98 million for the City of
Eastlake. That process was the first step toward construction of a $17 million
Minor League Stadium in Eastlake.
Mr. Smith commended
Administrator Sample and the Village crews for their efforts with leaf pickup
and immediately following, snow removal and plowing.
ENGINEER’S REPORT
Engineer Foley announced
that bids would be accepted next week for the Issue II Waterline Project at East
Main and River Streets.
SAFETY REPORT
Chief Matty reported
that the Madison Village Police Department is the recipient of a $3000 Selective
Enforcement Grant. This grant is
for additional manpower in the downtown area of the Village.
Two more segments will be received in 2001.
ADMINISTRATOR’S REPORT
Administrator Sample
stated that the transmission in one of the Village one ton trucks had to be
replaced during this last snowstorm.
CEI is scheduled to
place the new acorn style lamppost heads on the North side of Main Street and
North Lake Street next week.
Administrator Sample
explained that the Village Christmas lights are 16 years old and are continually
being repaired. He requested that
Council consider purchasing new lights and wreaths next year.
MAYOR’S REPORT
Mayor Reed announced
that Mr. John Soulsby, Madison Township resident and sign maker, has offered to
donate a sign for the Village Train Depot.
The Madison Library
grand opening was held this past Saturday.
Mayor Reed encouraged Council and those in attendance to visit the
library and see the enhancements made to the facility.
The Senior Health Fair
was held last Wednesday. Approximately
250 senior citizens attended the event.

adjournment at 8:05PM to an executive session to discuss personnel issues.
