Regular Meeting

February 12, 2007

 

 

Record of Proceedings

 

Mayor Evangelista called the meeting to order at 5:30 p.m. and invited all in attendance to join in the Pledge of Allegiance to the American Flag.  Mayor Evangelista requested that everyone observe a moment of silence.  Council Members Mr. Britton, Mr. Bartlett, Mr. Hamercheck, Mr. Lee, Mr. Loparo and Mr. Vest were present. Also in attendance, Mayor Evangelista, Administrator, Matt Zapp, Fiscal Officer, Brenda Brcak, Chief, Mark Forsythe and Engineer,  Ned Foley.  Absent was Solicitor, Mike Murray.

 

Motion by Mr. Bartlett, seconded by Mr. Vest that the Minutes from the Regular Meeting of Council, dated January 16, 2007, be approved as amended by Administrator Zapp.  Roll call on the motion, 5 yeas (Britton, Bartlett, Hamercheck, Lee and Vest).  One abstain (Loparo).   Motion Carried.

 

Motion by Mr. Vest, seconded by Mr. Loparo that the Minutes from the Special Meeting of Council, dated January 22, 2007, be approved.  Roll call on the motion, 5 yeas (Bartlett, Hamercheck, Lee, Vest and Loparo).  One abstain (Britton).  Motion Carried

 

Fiscal Officer Brcak presented Pay Ordinance No. 2129 totaling $31,734.85 for payroll and $81,895.74 for current and upcoming expenses.  Motion by Mr. Britton, seconded by Mr. Vest, to approve Pay Ordinance No. 2129.  Roll call on the motion, 6 yeas.  Motion Carried.

 

Old Business

 

ORDINANCE NO. 75-2006 status on Tabled Ordinance was reviewed.  AN ORDINANCE ADOPTING A NEW EMPLOYEE HANDBOOK FOR VILLAGE EMPLOYEES, EXCEPT POLICE PERSONNEL, AND REPLACING ORDINANCE 22-1985.  To remain Tabled at this time.  Mr. Vest to present language at the next meeting for nepotism policy, to complete the document.

 

New Business

 

ORDINANCE NO. 7-2007 was read by Mr. Zapp, first reading.  AN ORDINANCE MAKING APPROPRIATIONS FOR THE CURRENT EXPENSES AND FOR OTHER EXPENDITURES OF THE VILLAGE OF MADISON, STATE OF OHIO, FOR THE PERIOD BEGINNING JANUARY 1, 2007 TO AND INCLUDING DECEMBER 31, 2007.

 

RESOLUTION 1-2007 was read by Mr. Zapp.  A RESOLUTION APPROVING THE AGENCY TRUST FUND UNDER THE VILLAGE OF MADISON CHART OF ACCOUNTS.  Motion made by Mr. Vest, seconded by Mr. Hamercheck, that Resolution 1-2007 be tabled.  2 yeas (Vest and Hamercheck), 4 nays (Britton, Bartlett, Lee and Loparo).  Motion defeated.

 

 

 

 

Motion made by Mr. Britton, seconded by Mr. Lee that Resolution 1-2007 be approved.  4 yeas (Bartlett, Lee, Loparo and Britton), 2 nays ( Hamercheck and Vest).  Motion Carried.

 

RESOLUTION 2-2007 was read by Mr. Zapp.  A RESOLUTION HONORING TOM WILLIAMS FOR BEING CHOSEN BY THE MADISON-PERRY AREA CHAMBER OF COMMERCE TO RECEIVE ITS 2007 COMMUNITY SERVICE AWARD.  Motion made by Mr. Hamercheck, seconded by Mr. Bartlett, third by Mr. Vest, that Resolution 2- 2007 be approved.  6 yeas.  Motion Carried.

 

RESOLUTION 3-2007 was read by Mr. Zapp.  A RESOLUTION IN HONOR AND RECOGNITION OF THE CAPTAIN’S CHAIR AND ITS OWNER, DAVID SNYDER FOR BEING NAMED THE RECIPIENT OF THE 2007 BUSINESS OF THE YEAR AWARDED BY THE MADISON-PERRY AREA CHAMBER OF COMMERCE.  Motion made by Mr. Britton, seconded by Mr. Vest that Resolution 3-2007 be approved.  6 yeas.  Motion Carried.

 

Motion made by Mr. Britton, seconded by Mr. Vest that the next meeting of Council be scheduled for Tuesday, February 20, 2007 as 6:30 p.m. pictures of Council; 6:45 p.m. Agricultural Hearing; and 7:00 p.m. Council Meeting.  Mr. Loparo to be excused due to a Senior Center Board Meeting February 20, 2007. Vote on the motion - 6 yeas.  Motion Carried.

 

Motion made by Mr. Vest, seconded by Mr. Hamercheck that the MPACC Business Social to be held July 19, or 26, 2007 be held in the Park, in conjunction with “concert in the Park”.  Vote on the motion – 6 yeas.  Motion Carried.

 

Council Reports

 

Mr. Britton:  Madison Old Fashion Days supported Christmas Music in the Village with $220.  On March 10, 2007, Madison Old Fashion Days will be having a Reverse Raffle from 6:00 to 11:00 p.m. at Stanton Park. 

 

Mr. Hamercheck:  The Recreation Board is moving forward.  The next meeting will be work on the bylaws change.

 

Mr. Vest:  Commended the service staff of the Village for keeping up with the road during the snowfall.  February 12, 2007 – 7:00 p.m. Planning Commission Meeting. 

 

Mr. Loparo:  Apologized for missing previous meetings.  Work commitments made it impossible to be here.  Absences were excused.

 

Mr. Bartlett:  Also recognized the Road and Service Departments for the excellent job in keeping up with the roads and walks with recent snowfalls.  Commended Scott Pirc on his work of cemetery plotting for us, on his own time and with his own software.

 

Mr. Lee:  *February 21, 2007 – 7:30 Fire Board Meeting – at the Township.

           

 

 

 

Engineer’s Report

 

Engineer Ned Foley reported that the Hotel is moving ahead with lots of activity going on there.  The sewers at Village Glen were also reported.

 

Safety Report

 

Chief Forsythe updated on recent activities regarding the arrest of credit card theft activity in the Village.

 

Administrator’s Report

 

Administrator Matt Zapp thanked the Police Department for their cooperation and good job done with recent arrest.  He also apologized to Ned Foley for not calling him with the date and time of the ground breaking at the Hotel site.

 

Fiscal Officer Report

 

Fiscal Officer Brenda Brcak, reported that $459.12 has been received from Dominion Gas for overpayment of sales tax in 2006.  Other vendors are still pending.  It was also reported that she has met with representatives of Chase Bank to review current banking practices.  Adjustments are being made to lessen the cost of services to the village and allowing us to control out own accounts on line.  A high yield CD account is also being added to our investment opportunities.

 

Mayor’s Report

 

The Mayor reported that the Records Commission me on February 2, 2007 and reviewed pages of records that are being proposed for disposal. 

 

The ground breaking ceremony had occurred at the new Hotel site.  Many councilmen were in attendance. 

 

April 7, 2007 is Tax Assistance Day.  Representatives from CCA will be in the Village to meet and answer any questions a resident has on their local tax.

 

The Village of Madison is being featured in the Heart of Lake County Magazine.  This is a quarterly publication.  Businesses are being asked to support with advertisements in the publication.

                           February 26, 2007 – Comprehensive Planning Committee

 

Due to time constraints, there were noVisitor Comments at this meeting.

 

Motion by Mr. Bartlett, seconded by Mr. Hamercheck, to enter into Executive Session at 6:50 p.m., for personnel matters and legal matters, roll call 6 yeas, Motion Carried.

 

Council reconvened to Public Session at 7:05 p.m.

 

 

 

Motion by Mr. Vest seconded by Mr. Loparo that the meeting be adjourned at 7:05 p.m., roll call 6 yeas, motion carried.  Meeting Adjourned.
