Minutes of Madison Village Meeting Held January 2, 2002
SPECIAL MEETING January 2, 2002
Mayor Evangelista called the meeting to order at 7:00PM and invited all
in attendance to join in the Pledge of Allegiance.
Solicitor Collins swore in the newly elected Councilmen.
Council members Mr. Britton, Mr. Buck, Mr. Burgard, and Mr. Smith were
present. Mr. Loparo was absent.
Also in attendance were Clerk-Treasurer Reed, Solicitor Collins,
Administrator Sample and Chief Matty.
Solicitor Collins stated that the vacancy created by Mr. Evangelista
moving into the Mayor’s seat
in mid December, technically expired on December 31 with the end of his
term. As the newly elected
Councilman for that position, Mr. Evangelista is filling his own position, even
though he is now the Mayor. It is recommended that he resign his position as
Councilman, thereby recreating the same vacancy in mid December, to be filled in
the same manner.
Mr. Evangelista resigned the elected position of Councilman for the
four- year term beginning January 1, 2002.
Mr. Burgard motioned to accept the resignation.
Mr. Smith seconded. All
present were in favor.
Clerk-Treasurer Reed presented Pay Ordinance No. 2014 totaling
$266,358.85. Mr. Britton motioned
for approval. Mr. Smith seconded.
All present were in favor.

NEW BUSINESS
ORDINANCE NO.
01-2002 was read by Solicitor Collins for the
first time. AN ORDINANCE
EMPLOYING RICHARD L. COLLINS, JR. AS SOLICITOR FOR THE VILLAGE OF MADISON FOR
THE PERIOD FROM JANUARY 1, 2002 TO DECEMBER 31, 2002 AND ESTABLISHING A
COMPENSATION FOR SAME AND DECLARING AN EMERGENCY.
RESOLUTION NO. 01-2002 was read by Solicitor Collins for the first time. A RESOLUTION CONFIRMING THE APPOINTMENT OF TERRY WHEELER TO THE MADISON VILLAGE BOARD OF ZONING APPEALS FOR THE TERM COMMENCING JANUARY 1, 2002 AND ENDING DECEMBER 31, 2004 AND DECLARING AN EMERGENCY.

Mr. Smith motioned
for appointment.
Mr. Burgard seconded. All
present were in favor.

CIC REPRESENTATIVE - Appointment
of Mayor Evangelista. Mr. Burgard
motioned for appointment. Mr. Smith
seconded. All present were in
favor.
3. FIRE
DISTRICT (3) - Appointments of Ronald Smith,
Charles Burgard and Sam Britton.
Mr. Britton motioned for appointments.
Mr. Smith seconded. All
present were in favor.
4.
INCOME TAX ADMINISTRATOR -
Appointment of Timothy Behm. Mr.
Britton motioned for appointment. Mr.
Burgard seconded. All present were
in favor.
5.
SAFETY COMMITTEE - Appointments
made by Mayor Evangelista for himself and all Council members.
6.
PLANNING COMMISSION - Appointment
of Larry Buck. Mr. Burgard motioned
for appointment. Mr. Britton
seconded. All present were in
favor.
7.
COUNCIL OF GOVERNMENTS -
Appointment of Vince Loparo. Mr.
Britton motioned for appointment. Mr.
Burgard seconded. All present were
in favor.
8.
MADISON RECREATION DISTRICT - Appointment of Sam Britton. Mr. Burgard motioned for appointment. Mr. Smith seconded. All
present were in favor.
9.
SENIOR CENTER MEMBER, BOARD OF DIRECTORS –
Appointment of Mike Gehring made by Mayor Evangelista to replace Frank Ashton.
10. SENIOR CENTER MEMBER, BOARD OF DIRECTORS - Appointment of Mayor Evangelista. Mr. Britton motioned for appointment. Mr. Smith seconded. All present were in favor.
COUNCIL REPORTS
Mr. Burgard wished everyone Happy New Year and welcome aboard.
Mr. Buck thanked all of the voters and wished all a Happy New Year.
Mr. Smith welcomed Mr. Buck aboard and welcomed Mr. Burgard and Mr.
Britton back!
Mr. Britton welcomed Mr. Buck and thanked the road crew for a great job
clearing the snow.
SAFETY REPORT
Chief Matty noted that the Police Department received mostly weather
related calls since the snowstorm. He
too, wished everyone a Happy New Year and congratulated the new Councilmen and
appointees.
ADMINISTRATOR’S REPORT
Administrator Sample welcomed Mr. Buck and also the returning
Councilmen. The Road Department
worked approximately 50 hours of overtime the last few days. The primary goal, as usual, was clearing the roads of snow.
The crew began clearing the sidewalks today.
MAYOR’S REPORT
Mayor Evangelista announced that four individuals have applied for the
vacant Council seat. Council agreed
to interview the four candidates at an Executive Session after the January 7,
2002 Regular Meeting. Each
interview will last approximately fifteen minutes.
The Regular Meeting will reconvene to possibly announce the new
Councilman.
Mayor Evangelista noted that Dave Yankie of the Water Department has
been seriously ill and was recently hospitalized.
Mayor Evangelista stated that he will attend Mayor’s Court Training in
Columbus on January 25 and 26, 2002. Mr.
Britton motioned to reimburse Mayor Evangelista for food and lodging while
attending the training. Mr. Smith
seconded. All present were in
favor.
Mr. Burgard motioned for adjournment at 8:05PM.
