Minutes of Madison Village Meeting held July 28, 2003

 

 

SPECIAL MEETING            July 28, 2003

 

 

Mayor Evangelista called the meeting to order at 7:10 pm and invited all in attendance to join in the Pledge of Allegiance. 

 

Council members Mr. Buck, Mr. Burgard, Mr. Loparo, Mr. Smith and Mr. Toward were present.  Also in attendance were Administrator Sample, Clerk-Treasurer Reed, and Engineer Foley.

NEW BUSINESS

 

ORDINANCE #38-2003 was read by Administrator Sample for the first time.  AN ORDINANCE AUTHORIZING AND DIRECTING THE MAYOR TO ENTER INTO AN AGREEMENT WITH THE TOWNSHIP OF MADISON TO RESOLVE THE INSIDE MILLAGE DISPUTE.  Mr. Loparo motioned to suspend the three reading rule.  Mr. Toward seconded.  All present were in favor.  Mr. Loparo motioned for passage of Ordinance #38-2003.  Mr. Buck seconded.  All present were in favor.  Mayor Evangelista wanted to make a quick statement.  He is very pleased that an agreement has been reached.  This is a win-win situation.

 

ORDINANCE #39-2003 was read by Administrator Sample for the first time.  AN ORDINANCE PROVIDING FOR THE ISSUANCE AND SALE OF $450,000 NOTES, IN ANTICIPATION OF THE ISSUANCE OF BONDS, FOR THE PURPOSE OF IMPROVING THE SEWERAGE SYSTEM OF THE VILLAGE BY CONSTRUCTING SANITARY SEWERS AND MANHOLES, TOGETHER WITH THE NECESSARY APPURTENANCES THERETO, TO ELIMINATE THE PARKWAY PUMP STATION, AND DECLARING AN EMERGENCY. This is in addition to the grant.  The Village has received an agreement from the railroad and should get approval by the next meeting to sign, as well as for the property on West Main Street.  The Village will be paying $20,000 for the easement on West Main and about $59,000 for the railroad easement.  Any other proposal would have cost more money.  As a notation made by Clerk-Treasurer Reed, a certificate was received from Squires, Sanders and Dempsey.  Mr. Burgard motioned to suspend the three reading rule.  Mr. Smith seconded.  All present were in favor.  Mr. Buck motioned for passage of Ordinance #39-2003.  Mr. Toward seconded.  All present were in favor. 

 

ORDINANCE #40-2003 was read by Administrator Sample for the first time.  AN ORDINANCE PROVIDING FOR ADDITIONAL APPROPRIATIONS AND ADJUSTMENTS TO VARIOUS LINE ITEMS FOR THE CURRENT EXPENSES AND FOR OTHER EXPENDITURES OF THE VILLAGE OF MADISON, OHIO, FOR THE PERIOD BEGINNING JANUARY 1, 2003, TO AND INCLUDING DECEMBER 31, 2003, AND DECLARING AN EMERGENCY.  Mr. Loparo motioned to suspend the three reading rule.  Mr. Smith seconded.  All present were in favor.  Mr. Buck motioned for passage of Ordinance #40-2003.  Mr. Burgard seconded.  All present were in favor. 

 

ORDINANCE #41-2003 was read by Administrator Sample for the first time.  AN ORDINANCE ACCEPTING THE BID OF, AND AUTHORIZING AND DIRECTING THE VILLAGE ADMINISTRATOR AND CLERK-TREASURER TO ENTER INTO A CONTRACT WITH SNAVELY EXCAVATING COMPANY FOR THE PARKWAY PUMP STATION ABANDONMENT PROJECT.  Mr. Smith motioned to suspend the three reading rule.  Mr. Buck seconded.  All present were in favor.  Mr. Toward motioned for passage of Ordinance #41-2003.  Mr. Smith seconded.  All present were in favor. 

 

 

COUNCIL REPORTS

 

 

Mr. Loparo reported that he drove through Huntington Woods and spoke to some of the residents and they seemed to be generally happy with the way things have turned out. 

 

Mr. Smith reported that he had a call from Mr. Clough and he is not happy with the water situation. 

 

 

ENGINEER’S REPORT

 

Engineer Foley stated that he received a revised plan for the Middle Ridge Road Condominiums.  The layout and infrastructure will be different. 

 

 

ADMINISTRATOR’S REPORT

 

Administrator Sample reported that crews are getting ready for Madison Old Fashioned Days.

 

He followed the garbage haulers for a while.  They neglected to pick up flying papers.  Administrator Sample called their manager to correct the situation. 

 

 

MAYOR’S REPORT

 

Mayor Evangelista wanted to explain the Pasquarelli property.  Administrator Sample explained that presently the legal description of the property is being produced via a survey of the entire parcel.  There will be approximately a 1.9-acre parcel that will remain in the ownership of John Pasquarelli.  Three small parcels will be split off of that and will be attached to the rear of three existing homeowners property near Park Oval.  The balance of the property will be turned over to the Village of Madison at no charge.  There will be no charge for water and sewer tap in for that property. 

 

Mayor Evangelista showed Council the striping that will be done on the new vehicle that is ready for the road.  Mr. John Soulsby has a nice design planned for the Village. 

 

Mayor Evangelista announced that Bates Road is closed from July 28 though August 1, 2003.

 

With no further business to be conducted, Mr. Toward motioned to adjourn at 7:40 pm.  Mr. Loparo seconded.  All present were in favor.
