Mayor Reed called the meeting to order at 6:30PM and invited those in attendance to join in the pledge of allegiance. Council members Mr. Britton, Mr. Burgard, Mr. Evangelista, Mrs. Kopczak, and Mr. Smith were present. Also in attendance were Clerk-Treasurer Ross, Chief Matty, and Administrator Sample. Those absent included Councilman Mr. Loparo, Solicitor Collins, and Engineer Foley.

Mayor Reed swore-in newly appointed Clerk-Treasurer Mary Jo Ross.
OLD BUSINESS
ORDINANCE NO. 46-2001 was read by
Mayor Reed for the third time. AN
ORDINANCE PROVIDING FOR ADDITIONAL APPROPRIATIONS AND ADJUSTMENTS TO VARIOUS
LINE ITEMS FOR THE CURRENT EXPENSES AND FOR OTHER EXPENDITURES OF THE VILLAGE OF
MADISON, OHIO FOR THE PERIOD BEGINNING JANUARY 1, 2001, TO AND INCLUDING
DECEMBER 31, 2001, AND DECLARING AN EMERGENCY.
Mr. Britton motioned for passage.

ORDINANCE NO. 47-2001 was read by
Mayor Reed for the third time. AN
ORDINANCE AUTHORIZING THE VILLAGE ADMINISTRATOR AND CLERK-TREASURER TO EXECUTE A
PROJECT AGREEMENT FOR FINANCIAL ASSISTANCE FROM THE OHIO PUBLIC WORKS COMMISSION
FOR THE STATE ROUTE 528/STATE ROUTE 84 INTERSECTION IMPROVEMENTS PROJECT, AND
DECLARING AN EMERGENCY. Mr.
Burgard motioned for passage. Mr.

ORDINANCE NO.48-2001 was read by
Mayor Reed for the third time. AN
ORDINANCE CERTIFYING DELINQUENT SANITARY SEWER CHARGES, WATER RENTS AND REFUSE
AND GARBAGE COLLECTIONS FEES TO THE LAKE COUNTY AUDITOR FOR COLLECTION AS OTHER
MUNICIPAL TAXES ARE COLLECTED, AND DECLARING AN EMERGENCY.

ORDINANCE AMENDING N0.16-2001, SECTIONS 5 AND 8, AS TO MODIFY THE COMPENSATION
OF THE LABORER I (ROAD DEPARTMENT) AND LABORER I (BUILDINGS AND GROUND
MAINTENANCE). Mr.
Britton motioned for

ORDINANCE NO. 50-2001 was read by
Mayor Reed for the third time. AN
ORDINANCE PROVIDING FOR THE ISSUANCE AND SALE OF $ 1,010,00 NOTES, IN
ANTICIPATION OF THE ISSUANCE OF BONDS, FOR THE PURPOSE OF IMPROVING THE
WATERWORLS SYSTEM OF THE WATERLINES,HYDRANTS AND VALVES, TOGETHER WITH ALL
NECESSARY APPURTENANCES THERETO AND IMPROVING RIVER STREET BETWEEN CERTAIN
TERMINI BY CONSTRUCTING SANITARY SEWERS, MANHOLES AND SERVICE CONNECTIONS,
TOGETHER WITH ALL NECESSARY APPURTENANCES THERETO, AND DECLARING AN EMERGENCY.

NEW BUSINESS
ORDINANCE NO. 51-2001 was read by
Mayor Reed for the second time.
A ORDINANCE CREATING THE POSITION AND ESTABLISHING THE WAGE OF CLERK-
TREASURER’S ASSISTANT FOR MADISON VILLAGE AND ESTABLISHING DUTIES FOR SAID
POSITION. The
rate of pay is $12.00 per hour and a maximum of 20 hours per week.
Discussion
was held regarding various questions of Mrs. Kopczak. Mrs. Kopczak first asked the health status of Mayor’s Court
Clerk, Cindy Gerak. Administrator
Sample replied he was unsure at the time.
After an explanation of rate of pay and number of hours per week of the
assistant to the Clerk-Treasurer, Mrs. Kopczak asked for a job description.
Sample replied any duties as directed by the Clerk-Treasurer.
He added that the rate of pay is commensurate to Administrative
Assistant, Mayor’s Court Clerk, and Police Clerk positions.
Mrs. Kopczak added that ADP, Inc, a payroll processing company, was hired
to cut-down on the Clerk-Treasurer’s duties. Mayor Reed replied that ADP, Inc. was hired to fit an
immediate need for Village payroll due to the departure of former
Clerk-Treasurer Jason Kopczak. Mrs.
Kopczak stated that she would feel more comfortable if the ordinance sited the
assistant position as temporary until the new Clerk-Treasurer was ready to hire
her own assisitant. Mayor
Reed responded that the position was and is needed, and should be created
presently. Sample stated that he will hire former Clerk-Treasurer, Tracy
Butler, to train Jo Ross and be
paid as a contractor for services rendered.
