VILLAGE OF MADISON
Regular Meeting
March 15, 2004
Mayor Evangelista called the meeting to order at 7:05 p.m. and invited all in attendance to join in the Pledge of Allegiance to the American Flag.
Council members Mr. Britton, Mr. Buck, Mr. Burgard, Mr. Loparo, Mr. Toward and Mr. Vest were present. Also in attendance, Mayor Evangelista, Administrator Sample, Solicitor Murray, Fiscal Officer Pinkert, Police Chief Matty and Engineer Foley.
Motion by Mr. Buck, seconded by Mr. Burgard, to approve the minutes of the regular meeting on March 1, 2004, with an amendment to correct the wording of backhoe to track hoe. Roll call on the motion, 6 yeas.
Fiscal Officer Pinkert presented Pay Ordinance #2064 totaling $142,426.52. Mr. Toward asked if the work listed on the pay ordinance done by Franz Auto could have been done locally. Chief Matty explained that the tires were purchased from Franz because the state minimum price was available. Mr. Toward asked for clarification about the payment for the web site maintenance. Administrator Sample explained that a large portion of the payment was for annual domain hosting. Motion by Mr. Toward, seconded by Mr. Vest, to approve Pay Ordinance #2064. Roll call on the motion, 6 yeas.
Ann DiDonato introduced herself as the Area Manager of the northern region for the Illuminating Company and explained that she would be the point of contact for the Village.
Motion by Mr. Loparo, seconded by Mr. Britton, to suspend the three reading rule for Ordinance No. 14-2004. Roll call, 6 yeas. Motion passed. Motion by Mr. Burgard, seconded by Mr. Buck, to approve Ordinance No. 14-2004. Roll call, 6 yeas. Ordinance No. 14-2004 duly passed.
ORDINANCE NO. 15-2004 was read by Administrator Sample, first reading. AN ORDINANCE AUTHORIZING AND DIRECTING THE VILLAGE ADMINISTRATOR AND FISCAL OFFICER TO EXECUTE THE UNIFORM ACCOUNTING NETWORK AGREEMENT WITH BETTY MONTGOMERY AUDITOR OF STATE AND DECLARING AN EMERGENCY. Motion by Mr. Loparo, seconded by Mr. Buck, to suspend the three reading rule for Ordinance No. 15-2004. Roll call, 6 yeas. Motion passed. Motion by Mr. Loparo, seconded by Mr. Vest, to approve Ordinance No. 15-2004. Roll call, 6 yeas. Ordinance No. 15-2004 duly passed.
Motion by Mr. Burgard, seconded by Mr. Buck, to suspend the three reading rule for Ordinance No. 16-2004. Roll call, 6 yeas. Motion passed. Motion by Mr. Toward, seconded by Mr. Britton, to approve Ordinance No. 16-2004. Roll call, 6 yeas. Ordinance No. 16-2004 duly passed.
Administrator Sample explained that there is a change order on the original bid to eliminate a generator and an electrical service drop that will decrease the cost by $33,000 and requested Council approve the change order on the project. Motion by Mr. Britton, seconded by Mr. Buck, to approve the change order to the original booster station project. Roll call, 6 yeas. Motion passed.
Motion by Mr. Loparo, seconded by Mr. Burgard, to suspend the three reading rule for Ordinance No. 17-2004. Roll call, 6 yeas. Motion passed. Motion by Mr. Loparo, seconded by Mr. Vest, to approve Ordinance No. 17-2004. Roll call, 6 yeas. Ordinance No. 17-2004 duly passed.
ORDINANCE NO. 19-2004 was read by Administrator Sample, first reading. AN ORDINANCE ACCEPTING THE BID OF SWEET BRIER II BUILDING COMPANY FOR THE SALE OF A PARCEL OF REAL ESTATE IN MADISON VILLAGE AND AUTHORIZING AND DIRECTING THE VILLAGE ADMINISTRATOR AND FISCAL OFFICER TO EXECUTE A REAL ESTATE AGREEMENT AND DECLARING AND EMERGENCY.
Mr. Britton reported that the streetlight across from his house is flickering and that there is a Fire Board meeting march 17, 2004, at 7:30 pm.
Mr. Toward, nothing to report.
Mr. Vest, nothing to report.
Mr. Loparo commented that it is nice to see new businesses downtown.
Mr. Buck reported that the Ohio Historical Society sent some brochures for historical markers for Council to review and requested future consideration on markers for the east and west Village limits and Route 528.
Mr. Burgard, nothing to report.
Engineer Foley reported that a pre-construction meeting for the Bear Path projects is scheduled and that he received a site plan for the proposed Lakeland Facility.
Police Chief Matty reported the following:
The police department is invited to a K-9 search training by Candy Nichols.
Paul Shook graduated from the police academy and that he one of the four officers recommended for part-time appointments.
The Department is participating in a High School Senior Project with student Heather Lutz.
Administrator Sample reported the following:
The clearing of the cemetery will begin this week.
Flyers will be sent out this week in order to notify residents of the dates for the junk, leaf and brush pick-up.
Notices will be sent with the next water bills informing customers of rate increases.
Mayor Evangelista reported the following:
Madison Perry Chamber of Commerce recognition dinner is March 18th with Don Welsh receiving the 2004 Community Service Award and Rideout IGA the 2004 Business of the Year Award.
He is going to contact Chief Jenkins to request the Village of Madison wait until next fiscal year to submit funds for the School Resource Officer (SRO) position.
ODOT is repaving Route 528 at no cost to the Village.
Faith Baptists Church requested Council pass a resolution supporting April 25, 2004, as Blue & White Sunday in honor of all law enforcement personnel.
Motion by Mr. Britton, seconded by Mr. Toward, to approve Resolution No. 4-2004 HONORING APRIL 25, 2004 AS BLUE & WHITE SUNDAY IN HONOR OF ALL LAW ENFORCEMENT PERSONNEL. Roll call, 6 yeas.
