Mr. Britton called the public hearing to order at 6:30 pm. The Public Hearing was associated with modification to Section 9, hanging signs in the B1, B2, M1, and M2 districts and also modification to the home occupation signs. Also changing Parcel 283-9, and 283-10, the single family parcel on Bates Road, north of the railroad tracks, from M1 to R2. Another change is the rezoning of 4 Parcels, 28837, 28821, 28820, and 28836 from R3 multi-family to B1 business.
Mr. Burgard motioned to adjourn the Public Hearing at 6:45 pm. Mr. Smith seconded. All present were in favor.
Mr. Britton called the meeting to order at 7:03 pm.
Council Members Mr. Britton, Mr. Burgard, Mr. Loparo, Mr. Smith, and Mr. Toward
were present. Mr. Buck was absent. Also present were Clerk-Treasurer Reed,
Engineer Foley, Solicitor Murray, and Chief Matty.
Mr. Toward motioned to approve the minutes of the March 4, 2002 Regular Meeting. Mr. Burgard seconded. All present were in favor except Mr. Loparo who abstained.
Clerk-Treasurer Reed presented Pay Order #2020 totaling $89,538.95. Clerk-Treasurer Reed reminded Council that a partial amount of $24,891.11 was approved at the March 11, 2002 Special Meeting. Mr. Burgard motioned for approval of the revised amount. Mr. Loparo seconded. All present were in favor.
Mr. Jack Lading of 603 West Main Street brought to discussion the proposed sewer lines on Main Street. He questioned Administrator Sample as to how the newspaper is notified for upcoming meetings. Administrator Sample informed him that the information is faxed to the newspaper. Mr. Lading expressed concern that he feels the residents have not been notified of the sewer project.
Engineer Foley explained the history of the project of the sewer lines. He stated that the pump station is about 40 years old and needs to be eliminated. When the Edwards Street extension was a viable part of the Village’s future, that route made some sense. When it was decided that was not a possibility, another route had to be found. Because of the elevation of the land, the West Main Street is the least costly way to complete this project. Discussion followed.
Engineer Foley also apologized for the engineers walking on the residents’ property.
Mr. Jeff Savage of 591 West Main Street questioned the possibility of the property owners denying permission to go forth with this project. Solicitor Murray stated that it is the Village’s intention to work cooperatively with the homeowners. Mr. Savage also questioned the possibility of easements granted and what that involves. Solicitor Murray replied it would be a limited easement for the use of the underground area where the pipe is.
Valerie Behm of 553 West Main Street stated she has a beautiful back yard and would like it to remain the same. She stated that she thinks any heavy equipment brought on the property could possibly destroy it. Administrator Sample stated that it might not even affect her property. Until further planning is done, they are not sure whose property it will affect.
Jennifer Conaway of 5552 River Road, Madison Township explained that she has an autistic child and would like to raise Autistic Awareness. She is hosting an Autistic Awareness Open House at Madison Public Library on April 27, 2002 from 1 until 4 pm. Many area merchants are supporting her in this project. She has asked representatives from the Cleveland Clinic to be there, many staff members from Madison Schools will also be there. She asked everyone to stop in the Library that day.
Mr. Britton presented Ms. Conaway with a Resolution proclaiming April 27, 2002 as Autism Awareness Day throughout Madison Village.
Scott Orris of 635 West Main Street had questions regarding the project and if the project really needed to be done. Administrator Sample stated that it doesn’t have to be done, but by doing this it puts the Village in a good position for the future. Mr. Orris also questioned the use of the Kent State property and asked if anyone actually approached Kent State about the use of that property. Administrator Sample stated that the Kent State property is a preserve. The only thing to be taken from that property is the air you breathe and footprints the only thing to be left. These are the deed restrictions for that property.
Peggy Burnheimer of 6534 Earl Avenue belongs to Concerts in the Park. She and her committee are requesting use of Madison Village Park to host Madison Concerts in the Park on the following dates: June 6,13,20,27, July 4,11,18,25,August 8,15,22,29, September 5, and12. She stated that after last year’s concerts they were in the red $2,291 despite all the donations and sponsors they had. A reverse Raffle is scheduled for Saturday April 20, 2002 at the Jefferson Eagles to help clear up this debt. The committee has some changes scheduled and she feels the 2002 concert season will be better than ever. Mr. Loparo motioned to approve the Madison Concerts in the Park. Mr. Toward seconded. Mr. Smith announced a Fire Board Meeting on Wednesday March 20, 2002 at Madison Township at 7:30 pm.
Mr. Foley reported that he recommends the traffic light be on blinking mode until the striping is done.
Chief Matty has a request for a 3-day training class for radar certification. It would consist of 16 hours of classroom time and 8 hours of practical on the road time. The cost is $250 to certify the entire department. Mr. Smith motioned to accept this request. Mr. Toward seconded. All present were in favor.
He also made a public thank you to the Madison/Perry Area Chamber of Commerce for the Community Service Awards.
Administrator Sample announced that the brush and leaf collection would begin on April 1, 2002.
The new poles will be installed possibly this week for the new lighting, although the light fixtures are on backorder.
During mid April, hydrant flushing will take place.
He also announced that severe weather safety awareness week will take place from March 17-23, 2002. On March 20 at 9:50, sirens will go off.
Mr. Britton announced that Mayor Evangelista is out of town and asked him to announce the severe weather safety awareness week.
The next Madison Village Council meeting will be April 1, 2002.
