Regular Meeting

May 5, 2008

 

 

Record of Proceedings

 

Mayor Lee called the meeting to order at 7:32 p.m. and invited all in attendance to join in the Pledge of Allegiance to the Flag.  Mayor Lee requested that everyone observe a moment of silence.  Council Members Mr. Britton, Mr. Hamercheck, Mr. Takacs and Mr. Vest and Mr. Verdi were in attendance.  Also in attendance Mayor Robert Lee, Solicitor James Hackenberg, Administrator Matt Zapp, Fiscal Officer Tony Long, OIC Dawn Shannon and Engineer Ned Foley.

 

Mayor Lee announced there is one set of minutes to be approved.  Council meeting minutes of April 21, 2008 Motion for approval by Mr. Vest, seconded by Mr. Britton.  Roll call on approval, 5 yeas.  Motion carried.  

 

Mayor Lee presented Pay Ordinance No. 2159 totaling $26,510.65 for payroll and $217,676.31 for current and upcoming expenses.  Move for passage by Mr. Hamercheck, seconded by Mr. Takacs to approve Pay Ordinance No. 2159.  Roll call on the passage, 4 yeas, 1 abstention     (Mr. Verdi). Motion carried.

 

Presentation

 

Deborah Sill addressed the potential Madison Local Schools bond issue.  She was speaking on behalf of the committee, Building a Stronger Future:  Children, Community and Growth. 

 

Rich Janko, 178 East Main Street, asked for more information about neighborhood vs. campus schools.

 

Jack Lading, 603 W. Main Street, would like more information from the School Board on the grading procedure. 

 

Mark Bayshore, 205 Manchester Court, funding from the state is a one shot opportunity, Village may be able to maximize the funds by centralizing schools.

 

Rich Janko, dislikes the usage of Jerod’s Law in a capacity to pass the Bond issue.

 

Deb Sill, Building a Stronger Tomorrow group is meeting every Thursday at the YMCA.  Anyone interested in participating is invited to attend.

 

Old  Business

 

ORDINANCE 20-2008 was read by Mr. Hackenberg, AN ORDINANCE ESTABLISHING AN AMENDED RATE OF PAY FOR EMPLOYEES OF THE VILLAGE OF MADISON AND DECLARING AN EMERGENCY. (3rd Reading)

Motion for passage by Mr. Hamercheck, seconded by Mr. Britton.  1st and 2nd motions removed in order to amend the wording of the ordinance.  Motion to amend ordinance 20-2008 and strike the word “sworn” from section one of the ordinance by Mr. Vest, seconded by Mr. Takacs.  Motion for passage of amended ordinance 20-2008 by Mr. Britton, seconded by Mr. Hamercheck.  Roll call on the passage, 5 yeas. Motion carried.

 

New Business

 

ORDINANCE 21-2008 was read by Mr. Hackenberg, AN ORDINANCE PROVIDING FOR ADDITIONAL APPROPRIATIONS AND ADJUSTMENTS TO VARIOUS LINE ITEMS FOR THE CURRENT EXPENSES AND FOR OTHER EXPENDITURES OF THE VILLAGE OF MADISON, OHIO, FOR THE PERIOD BEGINNING JANUARY 1, 2008, TO AND INCLUDING DECEMBER 31, 2008, AND DECLARING AN EMERGENCY.

(1st Reading)

Motion made by Mr. Hamercheck to suspend the rule that the ordinance be read at three consecutive meeting, seconded by Mr. Vest.  Roll call on the passage, 5 yeas.  Motion carried.  Motion for passage of the ordinance by Mr. Vest, seconded by Mr. Hamercheck.  Roll call on the passage, 4 yeas, 1 abstention (Mr. Verdi).  Motion carried.

 

Public Comment

 

Request made by Mike at Main Street Café to carry on with the Cruise-In Tuesdays in the Village Square and Park; start date of May 6, 2008 through the fall (weather permitting).  Motion to approve the continuing of Cruise-In Tuesdays made for Mr. Britton, seconded by Mr. Vest.  Roll call on the passage, 5 yeas.  Motion carried.

 

Position is open on the recreation board.  Mayor Lee appointed Todd Palinsky to the open position.  His term will end on December 31, 2008.

 

Jack Lading, concerned with the RW Parkway; there is a section of the sidewalk missing, he would like council to contact Dominion Gas company to have it repaired.  Mr. Zapp said that he would contact Dominion regarding the issue.

 

Council Reports

 

Mr. Verdi:  Police dog issued to Nick Davida.  Attended the Lachkey Open House.  Recreation Board Parade changed to May 17th, 2008 at 1:00 P.M. 

 

Mr. Takacs:  Asked Tony Long for a clarification of whether the FEMA funds have been spent. 

 

Mr. Vest: Thanks to Rex and Debbie.  Welcome the young people for attending the meeting.

 

Mr. Hamercheck:  Thanks to Deborah, Rex, Todd Polinsky, and the young people for attending.

 

Mr. Britton: Welcome to Todd.  Good luck to Debbie Sill.  There will be a Fire Board meeting on Wednesday at 7:30 at Village Hall. 

 

 

Engineer’s Report:  Ohio Public Works Commission packets are out; call for funding.  Attended ODNR flood plain meeting and may revise the wording of related legislation in the next few months.  Received preliminary drawing for Sidley’s Jarvi project, includes a 70 foot bridge.  Received Hyder Drive update, the project deadline is at the end of May.

Safety Report

 

OIC Shannon:  Attended Latchkey Open House on May 1st.  May 13th she will be out of town on training. 

 

Fiscal Officer Report

 

Tony Long is working with Senior Center to modify the account structure to better break down the expenses to the appropriate accounts.   

 

Administrator’s Report

 

Mr. Zapp thanked Catherine Katona for her 5 years of service and congratulated Latchkey for the great attendance for their Open House.  He will be out of town on May 8th and 9th, traveling to Washington D.C. to procure federal funding, attending Steve LaTourette’s Open House.  He thanked Classic East and CRC signs for donations for our new dump truck.  Welcome back to our Cemetery Crew.

 

Mayor’s Report

 

Mayor Lee reminded everyone there is a Merchants Meeting at Main Street Café on Wednesday, May 14th, next Regular Council Meeting is Monday, May 19th, Saturday, May 24th will be a Mayor’s Town Hall meeting at 10 am.  Monday, May 26th is Memorial Day; Village Hall will be closed, the Monthly Workshop will be cancelled, and the parade with start at 11 am.

 

Motion by Mr. Hamercheck, seconded by Mr. Britton that the meeting be adjourned at 8:42 p.m., roll call 5 yeas, Motion carried.  Meeting Adjourned.
