MEETING
May 15, 2000
Mayor Reed called the meeting to order at 7:06PM. Council Members Mr. Britton, Mr. Burgard, Mr. Evangelista, Mrs. Kopczak and Mr. Loparo were present. Mr. Smith was absent. Also in attendance were Clerk Treasurer Butler, Engineer Foley, Solicitor Collins, Administrator Sample and Police Chief Matty.
Mayor Reed asked Council and
citizens to join him in the Pledge of Allegiance.
Mr. Evangelista motioned to
approve the minutes of the May 1st meeting.
Mr. Britton seconded. All
present were in favor, except Mr. Burgard who abstained.
Clerk Treasurer Butler read the list of expenditures for Pay Order 1980 totaling $74,403.11. Mr. Loparo motioned for approval. Mr. Burgard seconded. All others present were in favor.

BUSINESS
ORDINANCE
NO. 25-2000 was read by Solicitor
Collins for the third time. AN ORDINANCE AMENDING ORDINANCE NO. 33-1996, AS AMENDED, BY MODIFYING
SECTIONS 10.2.1, 10.2.2, 10.2.4.a(3), 10.3.2a(3) AND BY ADDING NEW SECTIONS
10.2.6 AND 10.3.3, ALL RELATED TO RULES AND REGULATIONS REGARDING FENCES.
Mr. Evangelista moved for passage.
Mr. Loparo seconded. All
present were in favor.

BUSINESS
ORDINANCE NO. 27-2000 was read by Solicitor Collins for the first time. AN ORDINANCE AUTHORIZING EXECUTION OF A MEMBERSHIP APPLICATION AGREEMENT WITH THE OHIO MUNICIPAL LEAGUE FOR PARTICIPATION IN THE 2001 VILLAGE WORKERS’ COMPENSATION GROUP RATING PLAN AND DECLARING AN EMERGENCY.
Mr. Evangelista asked
Administrator Sample if this Ordinance is a renewal of the 2000 Membership
Application Agreement. Administrator
Sample responded that it is at a savings or
$24,000. Mr. Evangelista
motioned to suspend the three-rule reading.
Mr. Loparo seconded. All
present were in favor. Mr.
Evangelista moved for passage. Mr.

RESOLUTION NO. 14-2000
was read by Solicitor Collins. A
RESOLUTION RECOGNIZING MAY 2000 AS RABIES AND ANIMAL BITE PREVENTION MONTH.
Mr. Evangelista moved for passage.

present were in favor.
Mrs. Kopczak requested a
reading of the Resolution for citizen clarification. Solicitor Collins read the Resolution in its entirety.
SENIOR CENTER EXPANSION – DISCUSSION
Lengthy discussion was
held regarding the filing of an application for a Community Development Block
Grant for construction of an expansion to the Madison Senior Center.
Mayor Reed requested approval to make application to CDBG in the amount
of $247,000.
No motion was made by
Council to approve the application.
COUNCIL REPORTS
Mr. Loparo stated that
he had met with Representative Ron Young and expressed gratitude for the funding
of $12,500 for Madison Village’s Community Bill and ADA upgrade at Stratton
Place.
Mr. Evangelista motioned
for a special meeting on May 30 at 7:00PM for further discussion of the Madison
Senior Center Expansion. Mr.
Burgard seconded. All present were
in favor except Mrs. Kopczak.
Mr. Evangelista
announced that Memorial Day would be observed on Monday, May 29tth,
with ceremonies in the Village Park and Fairview Cemetery. Mr. Evan Francis will be the guest speaker.
ENGINEER’S REPORT
Engineer Foley reported
that: the Eagle Street Sewer Replacement Project continues, Park Street Repaving
and Curb Replacement Project has been advertised with bid openings schedule for
June 2nd at noon, and Water Tower Drive Preconstruction Meeting is
set for Thursday, May 18th He also reported that Huntington Woods Phase I paving
should be complete by June.
Issue II applications
will be submitted early next week. One
application is for the traffic signal at River and Main Streets and the second
application is for the installation of a Sanity Sewer Main which will replace
the West Main Street Lift Station.
SAFETY REPORT
Chief Matty reported
that Madison Village Police Department participated in Law Days at the Great
Lakes Mall in Mentor on May 6th and 7th.
Madison Village Police
Department directed traffic for the Annual Louie Run on Sunday, May 7th.
MVPD will also be directing traffic on May 20th for the Gold
Wing Touring Association. The tour
is scheduled to leave the American Legion Post 601 on Hubbard Road for the ride
to Parkway, to Hyder Drive and back to the Park.
The Bike Rodeo,
sponsored by Madison Township and Village Police Departments will be held on
Saturday, May 27th from 9:00AM to 11:00AM at Park United Methodist
Church.
ADMINISTRATOR’S REPORT
Administrator Sample
reported that Crews are preparing the Village for the Memorial Day weekend.
Striping of crosswalks and parking spaces continues, as well as work in
the cemetery and park. Approximately
20 footers for headstones will be placed this
week.
The arborists provided
an Inspection Report on the trees in the Village Park. Four trees have been recommended for immediate removal.
Berbakos Landscaping & Tree Service will remove the trees and assist
the arborist in inspecting the remainder of the questionable trees.
A new flagpole has been
placed at the northwest corner of Park Street.
Garbage bids will open
June 2nd for a three-year contract.
The costs for pickup will more than likely increase.
Administrator Sample reminded Council Members and citizens that the
annual junk pickup is scheduled for May 20th.
Madison Village issued a
Complaint and Summons to the property owner at the southeast corner of
Interstate 90 and State Route 528. The
owners failed to comply with the Zoning Code Ordinance and are scheduled to
appear in court on May 18th. An
East Parkway resident appeared in court and was charged with water meter
tampering.
Administrator Sample
requested Council’s authorization to accept bids for the curbing and paving of
Park Street. Mr. Britton motioned
for authorization. Mr. Evangelista
seconded. All present were in
favor.
MAYOR’S REPORT
Mayor Reed announced
that the first Concert in the Park is scheduled for Thursday, May 18th
at 7:00PM. The Madison Jazz Project
will be playing. Census results are
expected in the near future. Planning
Commission met on May 8th. A
Conditional Use Permit was issued for Barone Contracting to construct a building
on property presently owned on North Lake St. south of the Post Office.
Modifications to the R-3 Multi Family District have been reviewed.
The Nichols’ Conditional Use Permit for the Used Car Lot at the corner
of Hubbard and Middle Ridge Roads is still being discussed and is waiting for
information from EPA.
Mayor Reed thanked
Council for reviewing the CDBG application.
