Minutes of Madison Village Meeting held November 18, 2002

 

 

REGULAR MEETING            November 18, 2002

 

Mayor Evangelista called the meeting to order at 7:00 pm and invited all in attendance to join in the Pledge of Allegiance.

 

Council Members Mr. Britton, Mr. Burgard, Mr. Buck, Mr. Loparo, Mr. Smith, and Mr. Toward were present.  Also in attendance were Administrator Sample, Clerk-Treasurer Reed, Solicitor Murray, Chief Matty, and Engineer Foley. 

 

Mr. Smith motioned to approve the minutes of the November 4, 2002 meeting.  Mr. Burgard seconded.  All present were in favor. 

 

Clerk-Treasurer Reed presented Pay Order #2032 totaling $79,258.40.  Mr. Burgard motioned for approval.  Mr. Buck seconded.  All present were in favor.

 

 

VISITORS

 

Mr. Jack Lading of 603 West Main Street questioned where the names of the streets in the new sub-divisions come from.  He suggests that Madison Village pay tribute to past, deceased officials that have served this community in many capacities, and have a Street bearing their name.  Administrator Sample stated that the developer puts the suggested name on the Street.  Planning Commission then reviews it, passes it on to Council and ultimately Council would have the final say.   Typically, except in a few cases, Planning Commission allows the developer to use what is proposed.  Administrator Sample suggested that Mr. Lading put his suggestion in writing and he will get a copy to the Planning Commission. 

 

 

OLD BUSINESS

NEW BUSINESS

 

ORDINANCE #41-2002 was read by Administrator Sample for the first time.  AN ORDINANCE CONFIRMING THE APPOINTMENT OF THURSTON C. SVAGERKO AS A FULL-TIME PATROLMAN FOR THE MADISON VILLAGE POLICE DEPARTMENT FOR A PROBATIONARY SIX (6) MONTH PERIOD, AND DECLARING AN EMERGENCY.  Mr. Smith motioned for suspension of the three reading rule.  Mr. Loparo seconded.  Mr. Toward made a third motion. All present were in favor.  Mr. Smith motioned for passage of Ordinance #41-2002.  Mr. Britton seconded.  All present were in favor. 

 

ORDINANCE #42-2002 was read by Administrator Sample for the first time.  AN ORDINANCE CONFIRMING THE APPOINTMENT OF JAMES MIDDLETON AS A FULL-TIME PATROLMAN FOR THE MADISON VILLAGE POLICE DEPARTMENT FOR A PROBATIONARY SIX (6) MONTH PERIOD, AND DECLARING AN EMERGENCY.  Mr. Britton motioned for suspension of three reading rule.  Mr. Loparo seconded.  All present were in favor.  Mr. Britton motioned for passage of Ordinance #42-2002.  Mr. Burgard seconded.  All present were in favor. 

 

ORDINANCE #43-2002 was read by Administrator Sample for the first time.  AN ORDINANCE ESTABLISHING THE HOURS OF WORK AND RATE OF PAY FOR VARIOUS MUNICIPAL EMPLOYEES OF THE VILLAGE OF MADISON. 

 

ORDINANCE #44-2002 was read by Administrator Sample for the first time.  AN ORDINANCE ESTABLISHING THE HOURS OF WORK AND RATE OF PAY FOR ALL MEMBERS OF THE SAFETY FORCES OF THE VILLAGE OF MADISON.

 

ORDINANCE #45-2002 was read by Administrator Sample for the first time.  AN ORDINANCE APPROVING THE FINAL PLAT AND THE FINAL SUBDIVISION IMPROVEMENT PLANS OF PHASE 1 OF VILLAGE GLEN SUBDIVISION.  Mr. Buck motioned to suspend the three reading rule.  Mr. Loparo seconded.  All present were in favor.  Mr. Buck motioned for passage of Ordinance #45-2002.  Mr. Loparo seconded.  All present were in favor. 

 

RESOLUTION #33-2002 was read by Administrator Sample for the first time.  A RESOLUTION ENCOURAGING THE UNITED STATES POST OFFICE AND THE POST MASTER FOR MADISON VILLAGE TO ADDRESS THE CONCERNS FOR PARKING AND TRAFFIC FLOW AT THE MADISON POST OFFICE LOCATED ON NORTH LAKE STREET IN MADISON VILLAGE, OHIO.   Mr. Britton motioned for passage of Resolution #33-2002.  Mr. Toward seconded.  All present were in favor. 

 

 

COUNCIL REPORTS

 

Mr. Toward reported that he is meeting with a company from Fremont, Ohio tomorrow morning at 8:00am about repainting the water tower.  He is also awaiting literature from another company in Youngstown that may be interested.  The company from Fremont is very enthusiastic about doing this project.  Amazingly, none of it will be spray painted, it will all be brush and roller painted. 

 

Mr. Smith reported there is a Fire Board meeting and Recognition Dinner on November 20, 2002 at 7:30 pm.

 

Mr. Buck reported that on November 11, 2002 Planning Commission met and gave preliminary approval to C. & G. Development for Phase 2.  The next Planning Commission Meeting will be December 9, 2002 at 7:00 pm. 

 

Mr. Burgard wished everyone a Happy Thanksgiving!

 

 

ENGINEER’S REPORT

 

Engineer Foley reported that Village Glen is paved.  He wanted to let Council know that there is a $60,000 escrow agreement for the things that still need to be done.

 

 

SAFETY DEPARTMENT REPORT

 

Chief Matty reported that on November 10, 2002 the John Kosten Memorial Lift was held at the East End YMCA in conjunction with the Sergeant Verdi and a total of $1,930 was raised.

 

 

ADMINISTRATOR’S REPORT

 

Administrator Sample reported that Lake County Engineer Jim Gills would like to make another presentation regarding the Storm Water Management program.  It seems December 16, 2002 would be the best date for his presentation. 

 

As of this date, regarding the recycling questionnaire, 260 have said yes to the recycling and 212 have said no.

 

The leaf pick up last week was overwhelming and this week looks to be the same.  Hopefully by Thanksgiving, all leaves will be picked up.

 

Administrator Sample announced that he received round one of the drawings for the proposed Village Hall and has given everyone a copy.  Any suggestions, ideas or comments are welcome and will be passed along.

 

 

MAYOR’S REPORT

 

Mayor Evangelista passed around booklets on proposed clock designs.  Although, we have no way of funding this yet, he wants Council to be aware of what is available.  Mr. Dan Winterich of Verden Clocks had some good suggestions of where the clock could be placed. 

 

Next year is the Bicentennial of Ohio.  Mayor Evangelista would like to put banners down Main Street instead of flags just in the Village.  The banners would say something like ‘Ohio Bicentennial, Madison Village’.  Cost would certainly be a factor.

 

Mayor Evangelista received a letter from the Madison Ministerial Society with a request for donations to help fill Christmas Baskets.  Donations can be sent to Reverend Alvey at Park United Methodist Church.  They fill over 225 baskets a year for the needy.

 

Clerk-Treasurer Reed gave everyone a copy of the overview of the tax receipts from the year.  He gave a brief explanation of this shortfall and why it has happened. 

 

Mayor Evangelista received a thank you note from students in Room 17 for the Halloween treat bags.

 

Another thank you was received for the help received from Administrator Sample by David and Janice Jackson of Dayton Road.  They needed help finding sewer lines in their yard, and Administrator Sample was immediately helpful.

 

Some upcoming dates follow: November 19, 2002 is the Senior Center Board Meeting at the Senior Center, November 21, 2002 is the next Mayor’s Court, December 2, 2002 will be the next Council Meeting with a Public Hearing before the meeting, December 7, 2002 is the Old Fashioned Days Christmas in Village Park, December 9, 2002 is Planning Commission.

 

Mayor Evangelista requested that Council adjourn to Executive Session to discuss the Clerk’s responsibilities and with no further business to be discussed.  Mr. Smith motioned to adjourn to Executive Session.  Mr. Burgard seconded.  All present were in favor. 

 

Council returned from Executive Session at 9:15 pm and at that time a motion was made by Mr. Burgard for adjournment.  Mr. Toward seconded.  All present were in favor.  The Council meeting was adjourned at 9:19 pm.
