VILLAGE OF MADISON Special Meeting November 9, 2007

Mayor Evangelista called the Special Council Meeting to order at 6:30 p.m. and invited all in attendance to join in the Pledge of Allegiance to the American Flag. Mayor Evangelista requested that everyone observe a moment of silence. Council Members Mr. Bartlett, Mr. Hamercheck, Mr. Lee, Mr. Britton, Mr. Loparo and Mr. Vest were in attendance. Also in attendance Mayor Mike Evangelista and Solicitor Mike Murray.
Mayor Evangelista wanted to thank the Madison Senior Board for being here tonight.
Discussion was held regarding going into Executive Session First or Ordinance 55-2007 and 56-2007 before executive session.
ORDINANCE NO. 55–2007 was read by Solicitor Murray. AN ORDINANCE ESTABLISHING THE POSITION, DUTIES, HOURS OF WORK, AND RATE OF PAY OF THE OFFICER IN CHARGE FOR THE MADISON VILLAGE POLICE DEPARTMENT AND DECLARING AN EMERGENCY. (First Reading) Motion to suspend Mr. Vest, seconded by Mr. Britton. Roll call on suspension, 6 yeas. Move for passage by Mr. Vest, seconded by Mr. Britton. Mr. Lee questioned if we could have Section 3, Exhibit A forthcoming by next council meeting. Motion to suspend removed by Mr. Vest, seconded by Mr. Britton. Motion by Mr. Lee, seconded by Mr. Bartlett to amend to take out the rate of pay and put in a clause for Section 3, Exhibit A to be ready for the next council meeting on November 19, 2007. Roll call on motion, 6 yeas. Move for passage of amended version by Mr. Loparo, seconded by Mr. Vest. Roll call on motion, 6 yeas. Motion carried.
ORDINANCE NO. 56- 2007 was read by Solicitor Murray. AN ORDINANCE ESTABLISHING THE PAY AND CONFIRMING THE APPOINTMENT OF DAWN SHANNON AS OFFICER IN CHARGE FOR THE MADISON VILLAGE POLICE DEPARTMENT FOR A PROBATIONARY PERIOD OF SIX (6) MONTHS, AND DECLARING AN EMERGENCY. (First Reading) Motion to suspend by Mr. Britton, seconded by Mr. Lee. Roll call on motion, 6 yeas. Move for passage by Mr. Lee, seconded by Mr. Vest, third by Mr. Bartlett. Roll call on motion, 6 yeas. Motion carried.
Mayor Evangelista said Welcome to Officer In Charge.
Motion by Mr. Britton, seconded by Mr. Loparo to enter Executive Session at 7:05 p.m. to discuss personnel, legal issues pertaining to Senior Center. No business upon return. Roll call on motion, 6 yeas.
Council reconvened to Public Session at 10:20 p.m. Motion by Mr. Vest, seconded by Mr. Hamercheck that the meeting be adjourned at 10:22 p.m. Roll call, 6 yeas. Motion carried. Meeting adjourned.
