RECORD OF PROCEEDINGS
Mayor Evangelista called the meeting to order at 7:00 pm and invited all in attendance to join in the Pledge of Allegiance.
Council Members Mr. Britton, Mr. Buck, Mr. Burgard, Mr. Loparo, Mr. Smith and Mr. Toward were present. Also in attendance were Administrator Sample, Clerk-Treasurer Reed, Engineer Foley and Chief Matty.
Mr. Burgard motioned to approve the minutes of the September 15, 2003 meeting. Mr. Buck seconded. All present were in favor.
Clerk-Treasurer Reed presented Pay Ordinance #2052 totaling $101,179.68. Mr. Britton motioned to approve Pay Ordinance #2052. Mr. Toward seconded. All present were in favor.
Mr. Mark Vest of 717 West Main Street has concerns of the recycling being picked up later in the evening.
Mr. Don Heywood has a concern that the time in the crosswalk at Lake and Main Streets is not working properly and does not give enough time to get across. He also has a concern of the verification of the quality of Madison Villages’ drinking water.
Mr. John Mihalic, a representative of World Resource Recovery Systems addressed some of the concerns about the garbage pick up in the Village. He stated that one toter means just that, one toter. Not the extra bags around it. They try not to be nit-picky. Mr. Mihalic has received only about 11 complaints since July, which he feels is not a bad track record for the number of times they’ve provided service since July. Mayor Evangelista stated that one of the reasons Mr. Mihalic doesn’t get a lot of direct complaints is because our constituents call the Council Members and they relay the message to Administrator Sample. Mr. Mihalic said he would do his best to address all concerns to provide the best service possible.
OLD BUSINESS
ORDINANCE #34-2003 was read by Administrator Sample for the third time. AN ORDINANCE REQUIRING THAT A SITE DEVELOPMENT PLAN AND AN “AS-BUILT” PLAN BE SUBMITTED AND APPROVED FOR CERTAIN CONSTRUCTION AND DEVELOPMENT, PROVIDING PENALTIES FOR VIOLATIONS AND REPEALING ORDINANCE # 51-1973. Mr. Britton motioned for passage of Ordinance #34-2003. Mr. Loparo seconded. All present were in favor.
ORDINANCE #36-2003 was read by Administrator Sample. AN ORDINANCE ESTABLISHING THE HISTORIC PRESERVATION DISTRICT AND LISTED PROPERTIES FOR THE VILLAGE OF MADISON, OHIO, AND PROVIDING FOR THE ADMINISTRATION ENFORCEMENT AND AMENDMENT THEREOF, ALL FOR THE PURPOSE OF PROMOTING THE PUBLIC WEALTH, SAFETY, MORAL, COMFORT AND GENERAL WELFARE OF THE RESIDENTS OF THE VILLAGE. Ordinance #36-2003 remains tabled.
ORDINANCE #44-2003 was read by Administrator Sample for the third time. AN ORDINANCE AMENDING AMENDED ORDINANCE #46-1996 SECTION 6, SO AS TO MODIFY THE SEWER TAP-IN FEES FOR VARIOUS USES. Mr. Buck motioned for passage of Ordinance #44-2003. Mr. Toward seconded. All present were in favor.
ORDINANCE #46-2003 was read by Administrator Sample for the second time. AN ORDINANCE ESTABLISHING A RELATED FACILITY CHARGE FOR CERTAIN SPECIFIED SANITARY SEWER CONNECTIONS RESULTING FROM THE PARKWAY LIFT STATION ABANDONMENT PROJECT.
NEW BUSINESS
RESOLUTION #19-2003 was read by Administrator Sample. A RESOLUTION ACCEPTING THE DONATION OF CONCRETE PATCH MATERIAL VALUED AT ONE THOUSAND DOLLARS ($1,000) FOR USE BY MADISON VILLAGE TO REPAIR SIDEWALKS IN MADISON VILLAGE AND EXPRESSING APPRECIATION AND GRATITUDE TO CHEMMASTERS INC. THEREFORE. Mr. Smith motioned for passage of Resolution #19-2003. Mr. Burgard seconded. All present were in favor.
Mr. Britton reported that since a tree fell on Stafford Street about 2 weeks ago, there is another tree that needs to be checked because he believes it is hollow. Administrator Sample stated that he would have a specialist check into it. Mr. Britton also has another concern with drainage in the ally. Mr. Rick Burnheimer has concerns about this. He has raised his driveway to try to help the cause. Administrator Sample said that possibly in the spring they could look into some curbing in that area.
Mr. Toward reported that the Watertower repainting projects is still in the works. He has several price quotes and a letter drafted to send to area merchants. He is looking at different ways to finance this project. He is open for fundraising ideas.
Mr. Smith reported that on October 8, 2003 there would be a fireboard meeting at Village Hall. He also reported that he received calls pertaining to Madison Fire Chief Walt Zilke and his refusal to answer repeated requests by the News Herald for information regarding a September 25, 2003 fire to 7100 White Sands Boulevard, Madison Township. The reason he didn’t answer is because this is under investigation. They do keep in contact with the newspapers and Chief Zilke was doing his job.
Mr. Loparo reported that he spoke with the new resteraunt owners and they are very excited to come into town and are already talking about expansion. Mr. Buck and Mr. Loparo have spoken about adding decking to the back of the building for outdoor dining. He feels that whatever the Village is doing seems to be appropriate because of the 8 or 9 empty stores there are now only 5 left. Chapel Florist is very happy to be in town.
Mr. Buck reported that another business would be coming to the Village. Design Image makes wooden signs.
Engineer Foley reported that there are a few projects underway. The plans for Middle Ridge Condominiums will be going to the Planning Commission for review. The YMCA project has been reviewed. Construction is underway for the Parkway pump station. A gravity sewer is being installed along the railroad.
Chief Matty reported that on September 24, 2003 the first of two meetings pertaining to the Block Watch was held. There was a good turnout with many interested people. On September 30, 2003 was the Standard Operating Procedure training session with the Perry Power Plant. On October 7, 2003 the AAA Pedestrian Awards Luncheon will be held in Independence, Ohio.
Administrator Sample reported that the brush pickup started today and will last about 2-3 days. Leaf pickup will start on October 13, 2003. The water department crews will be flushing the approximately 300 hydrants. Administrator Sample prepared a Zoning report for Council. A total of 68 zoning permits have been issued including 18 new single-family homes and 1 duplex. He received word today that the new truck has arrived at the Ford dealership in Cleveland and will be transferred to Concord Road Equipment tomorrow to have all the equipment installed. The road department did about 15 footers for headstones in the cemetery.
Mayor Evangelista reported that he attended a meeting of the east end public officials regarding the hospital move.
The Block Watch meeting that the Chief was talking about had a good turnout, but if anyone missed the meeting and would like to participate, they are welcome to contact the Chief for more information.
Some upcoming dates include: October 13, 2003 will be the next Planning Commission meeting, October 16, 2003 will be the next Mayor’s Court, and October 20, 2003 will be the next Council Meeting.
Mr. Britton motioned to set the Halloween ‘trick or treating’ time from 6:00 pm to 8:00 pm on Friday, October 31, 2003. Mr. Smith seconded. All present were in favor, except Mr. Loparo who abstained.
With no further business to be conducted, Mr. Smith motioned for adjournment to Executive Session for the purpose of Personnel. Mr. Britton seconded. All present were in favor.
