Minutes of Madison Village Meeting held October 7, 2002

 

 

REGULAR MEETING             OCTOBER 7, 2002

 

 

Mayor Evangelista called the meeting to order at 7:00 pm and invited all in attendance to join in the Pledge of Allegiance. 

 

Council Members Mr. Britton, Mr. Burgard, Mr. Buck, Mr. Loparo, Mr. Smith and Mr. Toward were present.  Also present was Administrator Sample, Clerk-Treasurer Reed, Solicitor Murray, Chief Matty, and Engineer Foley.

 

Mr. Britton motioned to approve the minutes of the September 16, 2002 meeting.  Mr. Loparo seconded.  All present were in favor except Mr. Burgard who abstained. 

 

Clerk-Treasurer Reed presented Pay Order #2029 totaling $ 135,400.18.  Mr. Burgard motioned for approval.  Mr. Buck seconded.  All present were in favor.

 

 

VISITORS

 

Reverend William Alvey of Park Methodist Church at 31 Park Street is interested in being the Chairperson for the Madison Concerts in the Park on Thursday evenings.  Mr. and Mrs. Burnheimer have been doing it for the last eight years and are physically unable to continue the tradition. Reverend Alvey would like to continue to provide an opportunity for music and fellowship for the residents of the Village of Madison. The concerts would be on Thursday evenings in June, July, and August of 2003, with the exception of July 31, for Madison Old Fashioned Days.  Reverend Alvey clarified any rumors or misunderstandings pertaining to the bank account of Madison Concerts in the Park.  The bank account at Northwest Bank in the name of Madison Concerts in the Park has been closed.  He was given no records of Madison Concerts in the Park.  Reverend Alvey is looking into being included under the Madison Fine Arts, Rabbit Run insurance umbrella.  A motion was made by Mr. Burgard to accept these dates, contingent upon insurance and Madison Village being listed as co-insurer.   Mr. Toward seconded.  All present were in favor.

 

Mr. Chuck Payne of Nifty Fifty’s at 104 W. Main Street wanted to thank Council, Administrator Sample and the road crew for bringing the blockades every week for the Tuesday Car Shows.   He also would like to continue next year.  Mr. Loparo motioned for approval of Tuesday Car Shows for 2003.  Mr. Britton seconded.  All present were in favor. 

 

 

OLD BUSINESS

 

None.

 

 

NEW BUSINESS

 

Mayor Evangelista asked Council to approve his appointment of Rebecca Brozak to Auxiliary Officer Class A.  Mr. Britton motioned to approve the appointment.  Mr. Toward seconded.  All present were in favor.  Solicitor Murray proceeded to swear in Rebecca Brozak.  Welcome Rebecca!

 

ORDINANCE #37-2002 was read by Administrator Sample for the first time.  AN ORDINANCE PROVIDING FOR ADDITIONAL APPROPRIATIONS AND ADJUSTMENTS TO VARIOUS LINE ITEMS FOR THE CURRENT EXPENSES AND FOR OTHER EXPENDITURES OF THE VILLAGE OF MADISON, OHIO, FOR THE PERIOD BEGINNING JANUARY 1, 2002, TO AND INCLUDING DECEMBER 31, 2002, AND DECLARING AN EMERGENCY.  Mr. Smith motioned to suspend the three reading rule.  Mr. Burgard seconded.  All present were in favor.  Mr. Smith motioned for passage of Ordinance #37-2002.  Mr. Buck seconded.  All present were in favor. 

 

RESOLUTION #32-2002 was read by Administrator Sample.  A RESOLUTION ACCEPTING THE DONATION OF ONE THOUSAND DOLLARS ($1,000.00) FOR USE BY MADISON VILLAGE TO CONTINUE THE HEADSTONE REPAIR PROGRAM IN FAIRVIEW CEMETERY AND EXPRESSING APPRECIATION AND GRATITUDE TO THE MARTHA V. VANDYKE FAMILY.  Mr. Loparo motioned to accept Resolution #32-2002.  Mr. Buck seconded.  All present were in favor.

 

 

COUNCIL REPORTS

 

Mr. Britton, on behalf of the Madison Old Fashioned Days Committee requested use of the Village Park on December 7, 2002 for the Annual Christmas in the Park.  Also July 28, 2003 thru August 5, 2003 will be set up and holding of Madison Old Fashioned Days in the Park.  Mr. Britton motioned to accept those dates.  Mr. Smith seconded.  All present were in favor. 

 

Mr. Smith reported that Madison Fire District held their Community Days yesterday, October 6, 2002.  They did 170 I.D.’s for the children.  The Jaws of Life and Metro Health were there on display.  They had a good turnout, serving almost 500 hot dogs.

 

Mr. Loparo reported that the Greenways building has been sold.  The new owners intend to continue the printing business in the basement.  They are also going to reface the front of the building and pave the parking lot behind the building.  Duffy’s is also considering paving their back lot.  Mr. Loparo is interested in knowing Councils thoughts on acquiring the empty lot on the side of Greenways building for Village parking for businesses on Main Street. 

 

Mr. Loparo also would like Council to consider financially helping the Tuesday evening Car Shows and Thursday evening Concerts in the Park.

 

Mr. Buck reported that he had a conversation with Bob Melzer of 188 Kingsbury Point and his concerns with the Huntington Woods Subdivision and not having an underpass/ overpass in the community. 

 

 

ENGINEER’S REPORT

 

Engineer Foley reported that he is still working with Sidley and the punch list, but it is coming along nicely. 

 

 

SAFETY DEPARTMENT REPORT

 

Chief Matty reminded everyone that Thursday October 10, 2002 is Officials Night at Willoughby Eagles at 6:30pm.

 

He also submitted a letter to Safety Committee asking to entertain the idea of a Safety Committee Meeting to discuss some issues.  Mayor Evangelista suggested that a full agenda be made for Chief Matty’s report at the next council meeting with a list of items to discuss. 

 

 

ADMINISTRATOR’S REPORT

 

Administrator Sample reported that brush pickup in the Village was completed in 3 ½ days.  The leaves will be picked up until approximately Thanksgiving time. 

 

Administrator Sample and Engineer Foley have been looking into more options for the W. Main Street sewer/Pump Station Elimination project.

 

The EPA backflow prevention program that was started several years ago is still ongoing. 

 

The Booster Station near the River Street water tower that provides additional pressure in the area being developed is under discussion with Administrator Sample and Engineer Foley.  They will keep Council updated.

 

 

MAYOR’S REPORT

 

Mayor Evangelista referred to the Income Tax Report handed out to all Council Members.  He noted that revenues are down an average of 12% over the last 2 years.  Hopefully we will recover from that.

 

Mayor Evangelista reported that he received a letter from County Engineer Jim Gills requesting that the Village of Madison be part of a Route 2 study.  The cost for the Village would be $1,650. 

 

Some upcoming dates include:  this Friday October 11 will be Madison Blue Streaks last home game, Halloween is October 31, 2002 from 6-8 pm, October 9, 2002 will be the AAA luncheon awards for the Chief, Mayor, and Clerk-Treasurer to attend, Mayors court will be October 10, 2002, October 14, 2002 will be the next Planning Commission meeting with 4 Public Hearings prior to that meeting, and on October 21, 2002 the next Regular Council Meeting will be held at 7:00 pm. 

 

Clerk-Treasurer Reed advised Council that he received a letter from the State of Ohio informing him that on October 29, 2002 in Columbus, a continuing education class for Clerk-Treasurers would be held.  There is a $50.00 fee.  He would like authorization to attend.  Mr. Britton motioned for approval and reimbursement of food and mileage.  Mr. Toward seconded.  All present were in favor. 

 

Mr. Burgard motioned for adjournment at 7:40 pm.  Mr. Toward seconded.  All present were in favor.
