Mr. Foley is Vice President/Treasurer of CT Consultants, Inc. and has been the Village Engineer since 1987. The Village Engineer is responsible for the Capital Improvement Program of the Village as well as is the approving authority for plans relating to new residential, commercial, or industrial development in Madison Village. He is also the Village contact relative to Flood Plain Issues.
Mr. Foley is a graduate of the University of Detroit with a degree in Civil Engineering. He has been the City Engineer and Service Director in both Painesville and Mentor and during the time in Mentor, he was nominated for the American Public Works Association’s Top Ten Public Officials in the Country.
Over the past 25 years as a consultant. Mr. Foley has worked on projects in most of the communities in Lake County including 8 years as Madison Township Trustee. He currently serves as the Village Engineer in South Russell Village as well.

CURRENT PROJECTS
PLAN REVIEW AND APPROVAL PROCESS
During the course of plan review, comments and revisions may be forwarded to the Village Engineer via email. All documents transmitted shall be a pdf or tiff version of the information.
Upon approval of the plan, all fees shall be paid to the Village including Inspection fees, As-Built Plan fees, water and sewer Tap-in fees, and any construction/performance deposits required by the Village Administrator of Service.
Inspection and as-built w/o Flood plain $400.00 flat fee Inspection and as-built w/ Flood plain $550.00 flat fee Flood Plain Foundation Check $300.00 flat fee
As Built or record drawings for all projects will be performed by the Village Engineer. Applicant shall be responsible to schedule the inspection with the Engineer’s office. Occupancy or water service will not be granted without an approved as built plan. In lieu of the plan, a $ 500.00 refundable conformance deposit will be required.
SEWER TIE-IN/MADISON VILLAGE WATER CONNECTION PROCEDURE
PRE-CONSTRUCTION REQUIREMENTS Before you start, we need the following:
1. Village approved Plan 2. Inspection Deposit and/or conformance bonds shall be provided to the Village 3. All fees and Tap-in charges paid to Village. 4. Pre-construction meeting with Village Engineer may be required to be scheduled for projects involving pavement openings or significant inspection time. 5. Inspection shall be scheduled 48 hours prior to work being performed. Re-inspections shall be subject to additional hourly charges.
CONSTRUCTION
1. Contractor to provide signs and flagmen in accordance with Ohio Department of Transportation Manual of Uniform Traffic Control. 2. Road opening to be saw cut, if not before, prior to repair. Pavement repair to be as directed by the Village Engineer. 3. Pipe material under pavement plus 5' each side to be CL 52 Ductile Iron Pipe. 4. Other pipe may be VCP (C700 ES) or PVC (SDR35). All waterline material to be copper or CL52 DIP. 5. All bedding to be Class B per detail (#57 Limestone). 6. Road backfill to be #57 Limestone compacted with concrete pavement. LSM if full depth asphalt pavement. 7. If lateral is within 18" of existing waterline, or storm sewer, ductile pipe should be extended or the sewer encased with concrete. 8. Clean-outs to be installed at each house/building. 9. Each lateral shall be leak tested before tie-in. A test tee (later abandoned) to be placed near main tie-in. At the discretion of the Village Engineer, the existing sewer main section is to be televised. 10. Pavement patch and restoration to be done within 48-hours of work. 11. Contractor to be responsible for ALL damage within right-of-way or easement area.
NO WORK TO BEGIN OR OCCUR WITHOUT VILLAGE INSPECTOR ON SITE.
